George Dmetriuc, chairman of the Ontario , Wheat Producers' Marketing Board, said the board has just received the 1990 crop federal government initial pay- ment guarantee to producers set at $115 per tonne for white winter wheat and $120 per tonne for red wheat. He said the board has applied for a guarantee of $130 tonne for both types of wheat, the same level as that set for the 1989 crop, citing the affects of the price war and the government's respon- sibility to help offset those price depressing affects. . The Ontario Wheat Board is ~ responsible for the purchase and sale of all wheat produced in the province, with about 250,000 tonne sold for domestic human con- sumption and 600-700,000 sold for export. The 1990 crop is expected to be more than one million tonne, an all time record. The board places the breakeven point for producing wheat at about $135 per tonne based on figures compiled by the Ontario Ministry of Agriculture & Food. Mr. Dmetriuc explained that the US-EEC price war alone directly lowers the price of On- tario wheat sold for export by $20-$30 per tonne. That, coupled with the federal government's cancellation of the Two Price Wheat Policy which provided for a reasonable domestic human consumption price has literally undermined the producers' price returns for their commodity. He said the board is also now obliged to price wheat for domestic consumption on the Chicago market which basically reflects the depressed world market prices which, in terms of present conditions, means export levels below $130 per tonne (Cana- dian) at the present time for On- tario white winter wheat. - On the domestic side, the pre- sent board price to processors is undergoing a change from a two month pricing period to a weekly price and currently is $188 per tonne compared to $216 per tonne last year at the same time.
