Citizens Against Unjustified Taxes (C.A.U.T.) have been ex- amining the figures from this feasibility study as well as Scugog Township's current financial situation. There are many areas in the report from Sesquaig in- volving the proposed funding for these new facilities which we feel the residents of Scugog Township should be aware of. The report states that 6,277 survey forms were distributed. In the township's 1990 budget statement it notes that there are 6,555 households in Scugog Township. The survey's distribution was uneven and many households did not even receive it. The study was to have been completed and returned in less than two weeks from its initial mailing. The questions asked on this study were vague and were ask- ed in such a manner as to be ad- vantageous to the positive out- come in favour of the proposed Scugog Centre. After listing an extensive description of what would be in- cluded in the new facilities the subject of financing was presented. Taken directly from the survey letter, "Funds to build the propos- ed facilities will come from a combination of grants, public fun- draising, existing funds. NO in- crease in municipal taxes will be required to build the facilities." The study continues; 'There would, however, be a cost to the municipality to fund the annual operating deficit for the facility. Now comes the bad news... The $28.00 that has everyone agreeing to build the new Scugog Centre is only to cover the cost of the operating deficit. It does not cover the cost of constructing the new Scugog Centr¢. That $28.00 is equivalent to the $7.00 which you now pay on your tax bill to keep the existing Scugog Arena operating out of the red. In the 1987 Sesquaig Feasibili- ty Study, the consulting firm ad- mits that, "In the long run, operating costs for the recreation facilities, not the initial capital construction costs, prove to be the major factor that determine the justification for provision of a facility." In regards to the swimming pool, in the 1987 Study, it was stated, "It should be noted, however, that a municipal swim- ming pool should never be ex- pected to recover its full costs of operation or to make a profit." Going way back in time to infor- mation obtained from the "Report to Council (on November 26, 1974) from the Arena Building Committee." When the original Arena Building Comittee presented its proposal to Scugog Township Council in 1974 to build the new existing Scugog Arena the report concluded, "The cost of constructing the arena should be borne by the ratepayers at large and the cost of operation by those who use the facility.
