However, council wants the burning limited to no more than three days each year. Councillor Neil Hunter made the motion Monday after- noon to exempt the Cemetery Board from the burning by-law. * The exemption will last for this year and next year. While other councillors agreed to the exemption for burning leaves, Ward 2 council- lor Marilyn Pearce said it should not extend to brush and wood from the property. The fees are designed to al- low the Township to recover the costs for processing these appli- cations. Zoning by-law amendment applications will double from $250 to $500. Minor variance applica- tions will increase from $100 to $250. Sign by-law amendment and variance applications will now cost $100. Official plan amendments, subdivision and condominium applications will cost $250. Previously, there had been no fee charged to process these latter three applications. The new fee structure is in line with what other municipal- ities are charging for the same services, administrator Earl Cuddie told council on Monday. Community Ratepayers Assoc., read a strongly worded state- ment at the public meeting Monday evening, saying the lo- cation is not proper for such a commercial/industrial use. Although council made no decision Monday evening on the application, Ward 2 rep Mari- lyn Pearce was less than enthu- siastic about the application. "To re-zone for this kind of (commercial) use on the Oak Ridge Moraine would be a real about face for this council. It would be very tough for me to say that a re-zoning of this kind would be acceptable," she said. She noted that Scugog Township has ample lands al- ready re-zoned in industrial parks for re-cycling projects like this one. Mayor Howard Hall ac- knowledged that the applica- tion to re-zone is a "serious is- sue, and council will treat it that way." He promised a decision by council in the near future and told the angry residents "I think we (council) have heard your message." Scugog Township several weeks ago laid a charge against PSR for violating zoning regula- tions on this property.
