"We (council) should not be telling them (the BIA) where to spend or how much the budget should be," said the Mayor. The whole issue of the as- sessing formula could be head- ed for a rulingin front of the On- tario Municipal Board. If council approves a by- law to change the formula to minimum-maximum, one objec- tor could force the referral to the OMB. Meanwhile, on Monday, council approved the BIA's 1990 budget of $40,850, a $5,000 in- crease over last year. - The largest single item in this year's budget is $16,000 for a consultant's study on the downtown area, looking at such things as promotions, parking, future sidewalks. "We want the study to as- sist us in spending the funds," said treasurer Tracey Strong. Other expenditures in- clude promotions for Christmas at $9700; apple festival at $4,000; sidewalk sales promo- tion at $2,000, and $1700 for midnight madness. Council endorsed the 1990 BIA budget.
