However, Ken Dowson of Valu Mart and Jim Grieve of IGA said they would have no choice but to open Sundays (re- luctantly) if the competition de- cided to stay open. They made the comments after close to 100 large food stores in several areas of Onta- rio remained open November 12 in defiance of the law, and they face large fines and confiscation of the profits for the Sunday they were apen. Durham Region was not one of the areas targeted for the show of defiance by the major chains, and the stores were closed on November 19. While Mr. Dowson and Mr. Grieve remain personally op- sed to opening their stores on unday, they understand the point the chains were trying to make November 12. They feel the laws are not being applied fairly or equally as some multi-purpose stores which remain open on Sundays in the province are selling gro- ceries in abig way. But they stressed the only reason they would open Sun- days would be if the "competi- tion" did so, and that includes the food store in Uxbridge. And since both own their stores independently, they would not be bound should their head office supplier ever order then to stay open to make a point in the chains' battle with the province over this touchy is- sue. Under the Provincial legis- lation, municipal councils have the option to allow Sunday openings. Durham Region council is opposed to blanket openings, and chairman Gary Herrema said last week the Region is not going to alterits policy. In fact, he said in published openings reports, the Region steps to prosecute stores that are open in contravention of the law. Last week, Ontario's Attor- ney-general Ian Scott vowed that the stores that were open November 12 would be prose- cuted and he has instructed crown attorneys to push for the maximum fine of $50,000 and/ or confiscate profits made on that Sunday. Council wrestles with drainage problems in Victorian Village There are still serious drain- age problems in Victorian Vil- lage, in Port Perry, and a solu- tion may not be in sight. Monday night Scugog Coun- cil held a 90 minute meeting for all concerned about the Victori- an Village problems. Represen- tatives were present from the Township, Ribcor, the develop- er, and residents of Victorian Charge two men with toy thefis Regional Police have charged two Toronto men with theft and possession of stolen goods. Police were tipped off No- vember 15 by an employee of a Port Perry store. Officers stopped a car on the Island Road and laid the theft charges after finding pow- er tools and childrens toys in the vehicle. Mayor, Howard Hall, stated he felt there were three issues to be dicussed, they are: the park issue, the backyard issue (including the school), and the walkway to Highway 7A issue. The walkway to 7A was a . topic that had tempers raised. The proposed walkway was originally planned to go through to 7A from Victorian Village, or so everyone under- stood, said regional councillor- Yvonne Christie. Christie was not placing the blame on anyone's doorstep, but said-she was assured by all that the walkway would be con- structed. The only solution be- ing discussed for this at the present time, is for it(the walk- way) to ibly go through the park to Ash street, as many res- idents are concerned about chil- gren walking along Highway 7 The Catholic School property has been blamed as the source of the runoff that is creating 80 conditions in residents back yards. According to Ed Matusiak, representative of Ribcor, the springs that are pro- ducing water have arisen due to local conditions, and the nature of the ground. Inre to the swale(a low- lying itch) causing many ~ drainage problems, Mr. Matu- siak said that he did not expect it to run all the time, he thought it was a seasonal thing, and could be lived with. Ribcor's solution to this would be to put sub-drains in place, and then the swale would only work in rainfalls, then would be dry, thus riddin the properties of the spongy ef- fects. oo The condition of Cedar Street has been a topic that Council also felt needed to be ad- dressed. Ward 2 councillor, Marilyn Pearce, stated the street is in rough shape. It is not seeded, or graded. Mr. Matusiak stated that the swale was put there to improve run-off, so it did not carry silt into the catch basin, then into storm sewers. Matusiak went: on to say, when the water situa- tion is cleared up, Ribcor will proceed to clean up Cedar Street. As for the issue of drainage, the School Board does not feel it is responsible for the run-off. "A considerable amount of rain is coming from under- ground, as well as run-off from the schpol," said Matusiak According to Mr. Hall, the School Board realizes it may have some responsibility for the wet backyards. "We want to be good neighbours"! is how they responded to Mr. Hall. 'One resolution that was. reached is that Ribcor will re- move dead popilars, and trim back dying trees. The issue of drainage is still very much up in the air, as is who is responsible, and what can be done to improve these backyards. Mr. Hall will be meeting with the Sepsiais School Board on Th ay, to hopefully find some solutions to these problems. - Mr. Hall said he still has faith it will be resolved.
