Attempt to trim $1 million out goes down to defeat PORT PERRY STAR Region council approves hefty budget hike As expected, Durham Re- gion council has approved a *1989 budget that will increase taxes by $49 on the average home across the Region. The $170.8 million gross budget with a levy requirement of just over $61.7 million was approved without cuts at the Regional meeting in Whitby May3. Y The tax hike of $49 on the average house is a 19 per cent increase over last year, al- though Scugog residents will pay slightly less, at about $42. Following the meeting, Re- gional chairman Gery Herrema said he wasn't very happy with the budget that hikes taxes 19 - percentin asingle year. In fact, the chairman said he believes about $3 million could have been cut to cushion the tax blow this year. But he conceded that even with cuts this year, the taxpay- M.P.opens office Durham M.P. Ross Steven- son has announced that he will be opening a constituency office in Port Perry. The office is on the second floor of the Post Office building on Queen Street and Mr. Ste- venson will be in that office eve- ry second Friday afternoon to meet with consitutuents. Oshawa Mayor Allan Pil- key attempted to amend the budget to trim the million from the waste maangement reserve fund. Pilkey argued that in a year when the tax hike is 19 per cent, the Region should not be putting money into reserve funds. But Ajax Mayor Jim Witty countered with the argument that the money for the garbage reserve fund is "just as impor- tant as any other item in the budget." Finance committee chair- man Don Hadden said the fund is also a "hedge" for the Region just in case Durham does not get a tipping fee rebate for gar- bage this year from Metro To- ronto. If Metro declines to give Durham the rebate, the cost of getting rid of garbage at the Me- tro owned landfill in Pickering will add another $4 million to the overal budget. After considerable discu- sion, council agreed by a 24-7 margin to leave the extra $1 million in the garbage reserve fund. One of the largest budget increases this year was for the Durham Region Police, which will hire 100 new employees. The Police budget will be $34.7 million this year, up 14 per cent from $30.4 million in 1988. A sore point with many re- gional councillors in Durham and across Ontario this year is the fact the un-conditional grants: from the Province in- creased by small margins. "I don't like to bash the sen- ior levels of government," com- mented Whitby's Tom Edwards in reference to the 1.9 per cent grant hike, "but they obviously don't know about the growth problems and growing pains we are experiencingin Durham." Durham's CAO Donald Evans told council that the 19 per cent tax hike was un- avoidable this year, "given the growth goingon in Durham."
