Province asks lot levy increases be postponed | Rob Streich Region and the Prov- ince may be going head-to-head onthe lotlevyissue. The province has asked Durham to postpone 1989 lot levy implementation until the Provincial Treasurer has passed new legislation. Coun- cil would prefer to go ahead with the planned April 1 rate increase. ! The Region is considering whether to pass an amendment to their lot levy bylaw, or sim- . ply allow things to continue as planned. . After long discussion last week, Durham Regional Coun- cil has held off on meeting the provinces request in order to gather more information. A special meeting will be called sometime this week to make a decision. SEE Councillor Clark summar- ized the situation as, "damned if we do and damned if we don't." Ca Bob Nixon, the Treasurer -of Ontario, contacted the Re- gion last week and asked them to wait with the implementa- tion of new rates until the prov- ince can put legislation into place. Nixon was careful to avoid making any threats as to what may happen if the Region re- fused to comply. The feeling among the councillors is that the province may choose to leg- islate them into waiting if they brush off the request. On March 22 a recommen- dation came before Council which would put off 1989 lot levy increases until May 31., Council has decided. to avoid taking any action until they have more information nd hopefully a written assu- rance from the province that promises made in the meetings will be fulfilled. Nixon summoned Durham representatives to Toronto last - week in order to discuss the in- tended increase of Regional de- velopment fees by approxi- mately 95 per cent. province had pub- lished a discussion paper earli- er this year concerning changes Open. 9 AM Spring Clean-up 2 for 1 EASTER ITEMS, CHOCOLATE, GIFT ITEMS and CANDY Offer expires April 1. Also included were C ages involving special consideration for affordable housing projects. - The Region had chosen to pass a new lot levy increase, without waiting for the prov- ince to complete these new reg- ulations. ; Regional staff worked with the Treasurer's Office to devel- op a mutually acceptable amendment . This change would call for developers to give the Region a letter of credit for the total levy under 1989 rates. Following the provincial decision or by May sh that let- ter of credit will be cashed in and addtional fees or refunds will be paid retroactively to April 1, Councillors were con- cerned that there will be a loss of two months interest , on at least $11 million. This unfore- seen deficit would be unavoida- ble if implementation is de- layed. There were no guarantees that this would not be the case, al- though Regional Chairman Gary Herrema indicated that such funds would probably be made up from levies anyway. Herrema felt that it was reasonably clear that school board levies would beincludein the assessment, but Durham will not lose anything. Guelph is in the same posi- il 1 tion as Durham. They have been asked to hold off oni mpos- ing their 1989 lot levies until May 31, and have developed an amendment similar to the one proposed here. Many councillors are frus- trated with the situation which they see as confusion between levels of government. Council- lor Diamond remarked, "we are tting more and more things umped on us without appro- priate funding."
