Council sticks to policy After listening to a plea from a local downtown businessman, who asked for an exemption of the. $5,000 in lieu of parking space re- quired for his new addition, Coun- cil upheld their by-law on Mon- da $ That decision will cost Emiel Kroonenberg $45,000 if decides to go ahead with his expansion at the rear of his Queen Street restau- rant. Michael Fowler, representing the Kroonenberg's, approached Council last week asking for an exemption of the fee, based on the fact that he had applied before the new bylaw came into effect, and had been asked to wait. He also told Council that Mr. Kroonenberg is not expanding the present licenced seating capacity because the expansion was to take the place of the present outside pa- tio. In fact, he told council that the seating would be reduced by one person. PORT PERRY STAR -- Tuesday, May 3, 1988 -- 11 Council made no decision last week on the request, but at this weeks session, they discussed in detail the problems they would en- tail if they exempted Mr. Kroo- nenberg from the $5,000 parking space fee. Councillor Harvey Graham said "We already have a parking prob- lem in the downtown, and it will eventually be up to council to cor- rect it" He said he felt the $5,000 fee per space in lieu of parking was fair in that the money would be used to upgrade and expand parking in the downtown. Most councillors were of the same opinion, that the money was to be used for future parking im- provements, but Councillor Ho- ward Hall argued that others in the downtown have not paid the fee for a change in their buildings, and it was not fair to assess this fee to just some. Regional Councillor Lawrence Malcolm was insistant that the bylaw should remain, and the five thousand dollars should be charged for those who cannot provide the proper number of spaces. A motion to leave the policy stand as it is, moved by Council- lor Malcolm and seconded by Councillor Harvey Graham, Further discussion by council indicates that if Mr. Kroonenberg can prove that he applied before the bylaw was increased, they may be willing to reduce his per space fee from $5,000 to the orginal $2,500.
