8 0) Industry spokesman says PORT PERRY STAR -- Tuesday, July 28, 1987 -- 37 Building activity in Ontario to stabilize Building activity in Ontario will stabilize over the next 12 to 18 months, with lower activity levels predicted primarily in the housing sector. "We're entering a period of con- solidation,"" Harold G. Shipp, chair- man of the Building Industry Strategy (BIS) Board says. 'We've had a housing boom in the central Ontario region and we've been go- ing at full capacity in non- residential construction as well. The pace may not be as hectic in the foreseeable future, but it will still be brisk. Now, more than ever before, it's important for the BIS Board to speak with one voice on behalf of all sectors in the building industry." Mr. Shipp made his remarks at the annual meeting of the BIS ° Board, an advisory body to the Ministry of Housing. The Board is composed of representatives from industry, labour and government who are implementing a three-year Building Industry Strategy in- troduced by Housing Minister Alvin Curling in December 1985. "I am very pleased with the pro- gress that the Building Industry Strategy Board has made in its first full year of operation," said Hous- ing Minister Alvin Curling. "The construction industry is vitally important to our economic growth and development in Ontario. Our Government wants to ensure that every part of the industry is prepared to meet the challenges of the coming decade,' he said. The value of building construction in the commercial,/in ial and residential sectors, new apd renova- tion, was $19 billion in Ontario last year, with housing starts increasing 26 per cent to 81,470. Mr. Shipp said that despite the building boom in central Ontario, the seasonally adjusted unemploy- ment rate in construction province- wide was 12.2 per cent, the highest of any industry sector. He said this means the construction industry is in a '"'precarious position" in other parts of the province. "One of the main issues the BIS Board was established was to ad- dress the issue of unemployment in the construction industry,' he said. "We intend to make this a priority -- along with improving productivi- ty -- in our second year of operation." In reviewing the Board's ac- tivities over the past 18 months, Mr. Shipp noted that a special commit- tee established to solve the pro- blems associated with late closings on new homes was largely respon- sible for strict new regulations that are now in effect. Under the new regulations now in- cluded in all standard purchase offers: * builders must extend the closing date if homes are not ready on schedule, during which time they cannot raise the price of the homes * builders who do not comply may have their i egistrations revoked by the Ontario New Home Warranty Program. In reviewing the Board's ac- Juries Mr. Shipp noted a feasibili- study is now underway on a building centre for Ontario's con- struction industry. The centre, he said, would serve as a permanent domestic and foreign marketing vehicle for the building industry.
