A second unexpected finding revealed that upwards of one-third of intoxicated drivers are repeat offenders. "Some drivers don't seem to learn that drinking and driving is a serious offence with deadly conse- quences which will not be tolerated in this province," said Ferguson. This survey, the second of three O.P.P. surveys, was conducted Ju- ly 25 to August 4, 1986. Information for the' first survey was taken December 20, 1985 to January 2, 1986. The results of this survey support the findings of the earlier survey which developed the following pro- file of a typical impaired driver: Single, employed, male and under the age of 30 (25 percent of the survey total). Generally, this person consumed about eight bottles of beer on average at a licensed premise or a friend's residence and drove his car a short distance prior to ap- prehension (a distance that was usually within 5 kilometers of his home). Younger hosts are the least likely to insure their guests are in a fit con- dition to drive: Bi The survey indicated that Nor- thern Ontario has a rate of impaired driving three times that of southern Ontario; A comparisan of the two surveys also shows that intoxicated drivers were impaired to the same degree, regardless of the season. "This tells us that while intensive enforcement programs such as R.I.D.E. can cut down on the overall number of impaired drivers, it has no effect on the degree of iipair ment," said Ferguson. The results of the two surveys are having an effect on how the O.P.P. enforces drinking and driving laws across Ontario. The O.P.P. feels having a better concept of who to look for will allow officers to ap- prehend more drinking drivers. The results of a third survey con- ducted during the last Chrictmas holiday season should be available by May. "I believe that we are the first police department to conduct this type of scientific study in-house," said Ferguson. "We put a great deal of trust in our findings because of the accuracy of our data. We surveyed all the drivers who were charged with im- paired driving rather than taking a smaller representative number. In total approximately 1,200 impaired drivers were surveyed, "he added.
