The injured man's car (above) skidded into the ditch where ambulance attendants and passers-by spent more than 20 minutes extricating him from the car. Water and sewer rates in Durham Region will be going up four per cent in 1987. According to a detailed report that will be presented to Regional council this week, the proposed four per cent increase will add a total of $2.37 to the average water and sewer bill for householders in the Region. | The average quarterly bill is now $58,95. Once the new rates take ef- fect, the quarterly bill will be $61.32. Regional officials calculate that the average water customer uses about 55,000 gallons each year. There are slightly over 70,000 water and sewer customers throughout Durham Region. The report says the four per cent increase in water/sewer charges are necessary in 1987 to off-set higher costs for operating the Region's water plants and sewage Water and sewer rates going up treatment facilities. The combined operating budgets for water and sewer works in 1987 is $44.5 million. Regional policy has been to fund the operation of the water and sewer systems on a "user-pay" basis.: Residents of the Region who do not' have water and sewer services do: not contribute to these through the general levy. The number of customers getting: water and sewer services in 1986 in- creased by 4.1 per cent. In 1986, the Region's sewer works, showed an operating surplus of $1.1, million, while there was a surplus in, the water works of just over. - $400,000. These surpluses have been. added to the 1987 budget as revenue. Regional council is expected to en- dorse the proposed rate hikes at its meeting this Wednesday (December 17) in Whitby.
