Eligibility for the federal Spouse's Allowance is being ex- tended, under proposed amendments to the Old Age Security Act, to low- income widowed persons aged 60 to 64. Approx- imately 85,000 widowed persons will benefit, the majority of them women, when this legislation is passed. Surviving spouses of war veterans, most of whom are widows, benefit from new legisla- tion that extends pension payments to one full year following the spouse's death. Previously, disability pensions ter- minated at the end of the month in which the pen- sioner died, reducing the spouse's income at a time of the greatest emo- tional stress. Changes have been in- troduced in Parliament which will remove discrimination on the basis of sex from the In- dian Act. Mothers in federally financed training pro- grams have become eligible for higher child- care allowances. Employment and Im- migration Minister Flora MacDonald raised them to $75.00 per week for each child. Previously these mothers collected $50.00 a week for the first child, $30.00 for the se- cond, $20.00 for the third, and $10.00 for each addi- tional child. This move is consistent with your federal government's view that special measures are needed to ensure women receive adequate training to give them upward mobility in the job market. Federal statutes will be amended to remove unjustified references to members of one sex, in compliance with the equality provisions of the Charter of Rights and Freedoms. Section 15 of the Charter, while guaranteeing equality for all, doesn't spell out what equality means in specific contexts, or how it best can be achieved. A discussion paper, 'Equality Issues in the ' Federal Law,' was tabl- ed in Parliament earlier this year by the Minister of Justice, and will pro- vide the basis for amen- ding those fedeal laws which make distinctions on the basis of sex. This month federal Labour Code changes took effect which add 24 weeks of unpaid job leave to existing paid maternity leave for parents employed in in- dustries under federal jurisdiction. Both natural and adoptive parents can take advantage of this extension, in accord with your government's pro- mise to facilitate women entering the work force by recognizing their family responsibilites. As well, Hon. Flora MacDonald has announc- ed measures to ensure women receive better job opportunities from Crown corporations federally regulated businesses, and from private companies doing contract work for the federal govenment. Adoption of this employ- ment equity principle, as outlined in the Abella Report, fulfills the government commit- ment to full equality for women. As the Secretary of State and = Ministry Responsible for the Status of Women put it: "This government is leading the assault on the under-training, under- employment, under- "payment, and the outright exclusion of women from many oc- cupations in the labour market."
