That final step has not been taken by Scugog Township, as property owners have come up with the money to pre- vent their land from be- ing seized. In some in- stance, it is the mortgage holder who pays the back taxes to protect the mor- tgage on the land. The problem for the municipality with late taxes is that it creates a cash flow shortage which means the Township has to pay for short-term borrowing to cover operating cost. "If everyone paid their taxes on time, we would not have to take out the- short term loans," said Mrs. Harper. She stressed that although the Township must get firm with per- sistent late tax payers, the department is more than willing to make ar- rangements for people to pay their taxes over time if they fall behind. "If people who fall behind in their taxes would just make an ef- fort to come and talk to us, we can make ar- rangements for reasonable monthly payments,' she said. 'It has worked very well i in the past." The full 1984 taxes are due on December 31, and anyone who hasn't paid within three working days of that date will be assessed the penalty of 1.25 per cent per month.
