That was the remark made by Durham Re- ~ gion chairman Gary Herrema last Wednes- day as Regional council debated at length whether to lift the ceil- ing on how much coun- cillors and Durham staff can spend each year on conventions and conferences. Currently, Durham staff are allowed $750 per year each for travel and convention expenses, and the figure for coun- cillors is $500 annually. On the recommenda- tion of the management committee, council last week agreed to lift this ceiling, and instead have convention ex- penses allocated and controlled by each de- partment on a budget set by the council. But the change in policy did not sit well with Oshawa councillor John Aker who said that while there is no ques- tion that staff and coun- cillors receive valuable information by atten- ding conventions and conferences, there "must be a ceiling on the spending." Brock Township mayor Al McPhail responded that the ceiling will be maintained at the de- partment level. Social Services chair- man Diane Hamre told council last year her attendance at conven- tions cost her $400 out of her own pocket. She said that this was more than she could afford and be- cause of this she has decided not to attend conferences this year. The change in policy will take effect on Jan- uary 1, 1985, and an annual report on how much each councillor spends on conventions will be made available to council by March 15 each year. The vote to change the convention expense pol- icy carried by a vote of 21-3 with both Scugog Mayor Jerry Taylor and regional councillor Lawrence Malcolm vo- ting in favour.
