Under the Planning Act, any new plan of subdivision should be demonstrated not to be premature, and should be demonstrated to be necessary in the public interest. Because suff- icient undeveloped land has already been zoned under By-law 75-80 to provide at least 500 additional building lots in various parts of the Township, these Plann- ing Act requirements obviously cannot be sat- isfied. About 200 lots remain un-sold in al- ready approved subdiv- isions. 2. Analysis of the finan- cial consequences show- ed that no significant benefit would accrue to the general taxpayers of the Township if this sub-division were to be implemented in this area. 3. An established, peaceful, rural resident- ial community would be totally changed in nature by approval of this subdivision plan for 22 more building lots - against the strong opposition of present residents and merely to gratify the monetary greed of two land specu- lators. The above were only a few of the points made in the 14 page submiss- ion by Stephenson's Point residents at the open Township Council hearing - and not one single point was disput- ed by the subdividers when given an opportun- ity for rebuttal. Another very import- ant point was made from a 'neutral source'. One local farmer (in unsolicited support of the state- ments made by a resi- dent retired farmer), volunteered the inform- ation that the land (Crozier Farm) was excellent farmland and that the section to be used for the proposed new building lots was part of the very best of this agricultural land. This farm could be removed, as a viable unit, from the food production chain forever - and this "is certainly not in the public interest. How- ever, all these and other valid objections could be ignored and forgotten if the spectre of Mayor Jerry Taylor's personal involvement is allowed to cloud the issue. Even if Mayor Taylor were now to announce that he had disposed of his financial interest in the Stephenson's Point sub- division plan these rea- sons for its rejection would still stand - disputed. All the facts are available locally and the matter of the Stephen- son's Point subdivision application should be resolved locally and not be referred by our Council to some "higher authority" (such as the Ontario Municipal Board) for decision. Our elected represen- tatives' concern over the financial involve- ment of one of their colleagues is under- standable, but they would do well to address the objections raised by residents - for therein lies the anser to their dilemma. By rejecting the application for re- zoning farmland at Stephenson's Point (for the valid reasons put forward by residents) Council would resolve and completely remove the problem of the Mayor's financial involvement. If Mayor Taylor and his partner disagree with the dec- ision of Council the way is open for them to take their case to the O.M.B. on appeal. That is their privilege. Regardless of any other such applications before Council the Step- henson's Point re-zoning application can and should be rejected on its own shortcomings. The situations at Williams Point and Gerrows Beach could then be given equally separate and individual consider- ation - which they merit in their own right. Yours sincerely, W.L.
