In a long letter to Township council, Board of Education chairman Ruth Lafarga said the so-called Mar- tin model now under review by the provincial government would result in a pooling of industrial and commer- cial assessments on a province-wide basis. Mrs. Lafarga points out in her letter that if the provincial govern- government not to pro- . ment implements the Martin Model, tax rev- enues that ordinarly would have gone direct- ly to Boards of Educa- tion would go to the provincial government for re-distribution all across Ontario. Mrs. Lafarga says that if this happens, lost revenue from industrial and commercial assess- ment in Durham Region would have to be made up through increases in residential taxes. Township council agreed to endorse the request from the Dur- ham Board to contact MPP Ross Stevenson and voice an objection to any move towards the Martin Model. Aside from the fact that the plan could result in higher residen- tial property taxes for education purposes here in Durham: Region, Scu- gog Regional councillor Lawrence Malcolm pointed out that it could also have a negative impact on the Region's attempts to attract new industry and commerce to Durham. "This (adoption of the Martin Model) would remove all incentives to attract industry here if the assessment is pool- ed.
