The Board's latest salary grid offer of nine per cent would have raised the maximum to $40,548, and according to the statement by Ms. Lafarga, the total value of this contract offer was $3.7 million, or 10.69 per cent. However, the chief negotiator for the teachers, Ms. Barb Glass, said the nine per cent hike applies only to the main salary grid and does not consider an estimated 40 per cent of teachers who hold special degrees. And Ms. Glass said the contract offer does not include the vital issue of pupil-teacher ratio which currently in Durham is 17.23:1 or 74th of the 78 public boards in Ontario. About 60 new teachers would have to be hired if Durham was to reach the provincial average PTR of one teacher for every 16.27 students. The rejection of the latest contract offer contained a threat that the Durham Board of Education would be "pink-listed" by the teachers union in Ontario. This means that any- one applying for a teaching job with the Durham Board would not have the support of the provincial teachers union. Negotiators are also threatening to inform their memebers to with- draw "professional services" to students such as coaching, a step which Ms. Lafarga says the Board would con- sider as "unlawful strike activity." Ms. Glass, however, said teachers have the right to withdraw "voluntary services' to students such as coaching. The Durham Board has made it clear it is not willing to go any further in a contract offer, and it is not known when the two sides will get back to the bar- gaining table. The issue of the PTR is crucial for negotiat- ors for the high school teachers. In a statement re- leased last week, Ms. Glass says the teachers are asking for a reduct- ion in the PTR from the present 17.23:1to 17.1, a figure which was rec- ommended by a pro- vincial fact finder in a report to the Durham Board last October. "The Board has not offered any improve- ments in the PTR. If class sizes were de- creased, teachers could spend more time deal- ing with individual students needs,' said Ms. Glass. The 17:1 PTR being sought by the teachers excludes special education and co-opera- tive education teachers.
