Increase kept to 6.5% Council pleased with library budget The Scugog Memorial Library is asking Township council for an increase of about $6300 in the municipal contribu- tion towards library ser- vices for 1983. Library Board chair- man Chuck Preston presented the proposed 1983 budget to council Monday afternoon which calls for a municipal grant of $65,235. In 1982, the Township con- tributed $58,900 towards the library's operating budget. Herrema welcomes liquid waste dump Durham Region chairman Gary Herrema says the Re- gion would welcome the prospect of an industrial liquid waste dump lo- cated in Durham. Although stating there are concerns about spillage during trans- port of liquid wastes, Mr. Herrema said it is imperative that a site and plant be set up quickly so that hazard- ous chemicals can be properly treated. The Waste Manage- Fire (From page 1) The fire broke out shortly before noon hour. The barn is lo- cated near the 4th line of Scugog, several hun- dred yards away from the main buildings of the Hanover Hill Farm, which has a national reputation as a breeder of champion Holstein cattle, and sells animals in several countries around the world. The truck and trailer were totally destroyed in the fire for an esti- mated loss of $50,000, while the barn and straw loss is estimated at $30,000. There were no injuries. ... The Corporation is holding series of public meetings into the issue. Mr. Herrema told the meeting that Durham Region is experiencing problems with hazard- ous chemicals being dumped into the sewer systems. One of the major con- cerns in locating a site for treatment of liquid waste is that transpor- tation routes not go through residential areas. Although the area des- ignated by the Waste Management Corpora- tion includes part of the Durham Region, this does not stretch as far north as Scugog or Uxbridge Townships. Once a site has been selected, the final de- cision on whether to proceed with construc- tion of a treatment plant will rest with the Ontario cabinet and monitoring will be the responsibility of the provincial Environment Ministry. APPLIANCES Although council took no action on the propos- ed 1983 budget on Mon- day (that will come dur- ing council's own budget preparation later this spring) members felt the Library Board had done a good job in holding cost increases to a minimum for this year. Both Ward 2 councillor Jack Cottrell and regional councillor Lawrence Malcolm went on record Monday after- noon in offering their congratulations to the Library Board for the proposed 1983 budget. The total proposed library budget for 1983 is $96,000, an increase of $6,000 or 6.5 per cent over last year. The library receives nearly $30,000 yearly in provincial grants based on popula- tion figures, and fines and fees will amount to some $1600. In presenting the pro- posed budget to council, Mr. Preston noted that Scugog Township is spending about $5 per person for library ser- vices. By comparison, he said, Uxbridge Township will spend more than $6.30 per capita and Stouffville will spend more than $7.67 per capita. Mr. Preston noted that since the new library building opened last June, the number of bor- rowers increased by 1131, or 32 per cent. And since the new building opened, the total circulation of all materials (books, films, periodicals, etc.) in- creased 92 per cent over the first half of 1982; when circulation at the old building actually dropped from the same period the previous year. water. treated and released. Two men plunge into icy water Durham Regional Police are cautioning snowmobilers about travelling on Lake Scugog at night after an incident in which two men plunged through the ice into about seven feet of Roy Loveless of Oshawa and Allan Osborne of Bowmanville were returning from a night visit to their fishing hut last week, when their snowmobile hit a patch of open water about 100 yards from shore near Caesarea. Fortunately, Osborne was able to scramble onto some solid ice and then helped his friend out of the ice water.
