The argument in favour of the proposal was taken up by Uxbridge Mayor Bill Ball- inger who noted that Uxbridge Township has more estate residential development than any other municipality in the Region. He said estate residential developments of this kind "make good sense" and that one development underway in his Township now brings in $50,000 yearly in taxes and creates almost no pressure for services. Although the vote in favour of the project carried by a fairly wide margin, there was strong opposition to it from several members of Regional council. Newcastle councillor Diane Hamre said the Region should be pointing development towards areas which are already serviced with sewer and water pipes. put forward by Oshawa councillor Bruce McArthur, who also expressed concern for the environment. And Osh awa councillor Chris Mason at one point charged that Scugog council was "negligent'" in en- dorsing the proposal because "not enough environmental studies have been done." Mayor Taylor took excep- tion to that remark saying the local council has done its 'homework very carefully and have listened to the concerns of the existing property owners in the area. Several of the property owners in the Chalk Lake area who argued against the proposal in front of Regional council noted that the Region's Planning staff have reservations about the size of the project and its location. And they pointed to a report from the Central Lake Ontario Conservation Authority which expressed concern for possible effects on the environment. They charged that the developer, Ridgelands, has not responded in detail or with in-depth studies to the environmental issue. A five page reply to the CLOCA study prepared by a consultant for Ridgeland dismissed the environmental concerns, and this consult- ants report was scorned by one Chalk Lake resident, Leslie Huggett who called it a "puny document, worth about $100."
