"Caesarea is virtually a spleepy little hamlet with dead-end roads, and I don't feel they (Frank's) can make a living her without importing their customers", he said. There was also some concern that if Frank's was allowed to have a licence, other food establishments in the community would be encouraged to apply for a. licence. Mr. Valcour called on Reg Renouf, a long time resident of Caesarea to the stand-as a witness in favour of the licencing of the restaurant. Mr. Renouf rebutted Mr. Sharpe's testimony that Frank's would create a lot of traffic. "The fishermen using the government pier cause much more traffic than Frank's ever will", he said. Mr. Renouf said that most of the people in the community he had talked to were of the opinion that Frank's should be given a licence and a. chance to prove itself. "he is being judged before he even gets the door open", he con- cluded. A number of other witnesses both in favour and against the issuing of a licence were called to the stand during the afternoon to give their statements. In his final summary, Mr. Sharpe said he did not feel 'that the licence would be a benefit to the community and that he and the people he represented had a ligitimate concern for the safety of the children and the elderly in the village. Mr. Valcour concluded. that in the final analysis it was up to Mr. Sharpe to prove that issuing a licence to Frank's was not in the best interest of the community and that he felt this had not been done.
