Aside from a couple of touchy moments of proced- ural wrangling during dis- cussions on a debenture by- law, the meeting went off in unusually smooth fashion. In fact, not once did Taylor have to bring the sometimes unruly council in line by hammering with the gavel, nor did he have to carry through with his good natured threat to throw councillors out of the chambers if they got out of hand. As one might expect, it was Oshawa councillor Ed Kolodzie, who created the one difficult moment for Taylor during the meeting. Kolodzie makes a habit of creating difficult situations, and during meetings he and chairman Herrema often throw barbs at each other with Kolodzie's main beef being that Herrema and the council are trying to "gag" him, cut off debate before he has had a chance to speak on an issue, or 'rail-road" a motion or resolution through council before he's ready to vote one way or another. Last week, Kolodzie proposed an amendment to the debenture by-law (he wanted the debenture reduced by $1 million) and several councillors claimed he could not propose an amendment because he had already spoken on the original motion. There were several minutes of confusion, but on the advice of the council clerk, Taylor allowed Kolodzie to put his amend- ment on the floor. However, that was as far as it got, as not one of the 29 other councillors would second the amendment, so it died before coming to a vote. Kolodzie was immediately on his feet with a second amendment, this one calling for the debenture to be increased by $1 million (exactly the opposite intent of his first amendment). Taylor apparently was not in the mood for any more of this, and as chairman he refused to even accept this amendment from Kolodzie. So, it died an even quicker death than the first one. Aside from that bit of commotion, the meeting proceeded very smoothly, as council went through what was rather a light business agenda. Once, however, when Taylor tried to turn his desk microphone on, the cord came loose, and at this, a councillor from Whitby could not pass the opportunity to remind Taylor in a good- natured way that he represents one of the smallest municipalities (Scugog) in the Region. "I guess they don't have microphones in Port Perry," the councillor quipped. Taylor might have replied (but he didn't) that when Scugog council meets in Port Perry, councillors don't need microphones because they wait their turn to speak, refrain from loud outbursts, and don't interrupt when another councillor has the floor, which is not the case when Regional council gets together every two weeks. Regional Council (From page 1) Durham currently is struggling to keep its budget at an acceptable level this year. A Durham councillor receives $13,980 salary from the Region plus certain expenses and some paid benefits. In an effort to cut costs, the Region presently has a freeze on staff hiring this year.
