Through a Crown company called the Ontario Land Corporation, the provincial government has unveiled long range plans for a new city known as Seaton on some 7000 acres of land roughly bounded by High- way 7-in the north, the Brock governments within Durham Region and some Regional politicians have expressed strong doubts there will be enough demand for all this housing even when the project has cleared all the necessary approvals. Nevertheless, it was the CRTC two years ago which asked for submission from cable companies to supply television service to the area. Providing cable to the new area will be expensive, and in its brief to the CRTC, Compton TV estimates the capital cost at over $3 million, based on current prices. The brief by Compton will also argue that if the Seaton -project gets off the ground and if Compton is successful in gaining a licence for this area, the company will be in a position to get into local programming on a daily basis, rather than the limited two hours per week of religious programming it now carries.
