VAR Ke a FAAS AN. Fo To Increase of about 13 % SH AS Water bills going up As expected, Durham Region council last week approved the 1982 water and sewer rates which will increase by about 13 per cent. This means that a residen- tial customer using the average 50,000 gallons of © water annually will be paying about $47 on the quarterly water bill. The quarterly bill in 1981 for the average household was $41.24. There are about 60,000 water customers throughout Durham Region. Regional councillors spent a couple of hours discussing the complicated water and sewer budgets for 1982, and agreed to reduce the pro- posed rates by one per cent by trimming the operating costs by $150,000. The provincial assessment department held two public information meetings Dec- ember 1 and 2 in Port Perry, and a spokesman said about 50 people attended, which is the usual number. When he raised the issue at Regional council last week, Oshawa Mayor Pilkey said 'the fact the assessment notices only have the figure for the 82 tax year, and not the figure for the previous year for comparative purposes, may lead some property owners to believe their assessments have not changed. He went on to say that if an assessment is increased ten per cent and municipal budgets go up the same HAND CRAFT BOUTIQUE Yarn- Macrame- Crafts Needle-Art Supplies 227 QUEEN ST., PORT PERRY L wpa AS \ NL 40, WES bee} ) = XC ) Ce 2 CO 5 { (416) 985-8011 amount in 1982, the property owner in effect will be pay- ing 20 per cent more in taxes. He suggested that for those properties where assess- ments have been frozen for ten years, the catch-up increase this year should be phased in over the next few years to lessen the impact. He said Regional council should appoint a committee of the Mayors of the eight municipalities within Durham to study the assess- ments and how the provincaildepartment arrives at the numbers. The final day for a property owner to file for an appeal of the 1982 assess- ment is January 12. The form for registering a complaint is on the back of the assessment notices which were mailed to all property owners and tenants in Novermber. The increase in the water and sewer rates for customers in the city of Oshawa will be about 21 per cent. However, because - Oshawa City applies reserve funds against the rates, customers in Oshawa enjoy water rates lower than in any other municipality in Durham. There is a bit of good news for the approximately 3000 water customers in the Region who own swimming pools. Council decided to continue the policy (started in 1977) of sewer charge rebates for pools in excess of 10,000 gallons. It is estimated that these rebates in 1982 will amount to $43,000. Correction An article in the December 16 issue of the Port Perry Star concerning the Winter Roads Information Service contained an incorrect telephone number. The correct number in Toronto for information on road conditions during the winter months is 248-3561. This number is in operation 24 hours each day, seven days a week.
