The new building, which will have a gross floor area of 461,000 square feet, has provided a major economic stimulus for the city of Oshawa, a fact mentioned by Mayor Pilkey in his address to the assembled crowd. "We have high levels of expectations for new jobs and commerce in downtown Oshawa because of this "building," he stated. "It is a major factor in setting an all time record for building permits in Oshawa in 1981 which are helping to make the city progress," said the Mayor. Regional chairman Garry Herrema said the fact the government chose to locate its revenue department in. Oshawa shows confidence in the city and Durham Region in general. Revenue Minister George Ashe, who is the former Mayor of Pickering and presently MPP for the Dur- ham West riding, noted the fact that about 500 employees of the department will not be moving, thus creating job openings which will be available.to Durham residents. He said that so far there have been about 2500 applications for employ- ment, most of them from local residents. Even though it is far from complete, the building is an impressive one. The revenue department will occupy the top six floors (Mr. Ashe will have offices on the top floor) and on thg ground floor there will be about 13,000 square feet of commercial-retail space available. The general contractor is Tom Jones and Son of Thunder Bay, and the con- struction cost is about $22 million. Furnishings, equip- ment, computers and so on will boost the total cost of the new building to some $36 million. The ceremonies last week, were not without a bit of "Oshawa political controversy as alderman Ed Kolodzie was-on hand to pass out leaflets criticizing the agreement by Oshawa to build a new parking garage which will provide 149 spaces revenue department employees, out of a total of 600. . Kolodzie, who has battled the parking garage in city council meetings, claims it will cost $20 million in tax- payers money to provide the "revenue employees with their own private parking garage." During a question and answer period, alderman Kolodzie also wanted assurances the retail- commercial space available on the ground floor of the building would not compete with existing business in downtown Oshawa. In response, Lon Pencak told alderman Kolodzie that the new commercial area would not compete with existing business, and it had never been the intention of the government to do this. The government first announced it would relocate its revenue ministry to Oshawa in 1977. Construction of the building got underway last summer. To. ensure energy effic- iency, extra insulation has been added, all windows are triple glazed and on working days, heat generated by machines, lights and human beings will be re-circulated with any excess stored in water tanks for use on week- ends when the building is vacant. Although some revenue department staff are already ~ working in Oshawa, it is expected that the major portion of the relocation will get underway in the fall of 1982.
