Durham York Maintaining a healthy environment is a goal all of us share. As Parliamentary Assistant to the Minister of the Environment, I have a special interest, and am often called upon to pariici- pate in some extremely en- lightening discussions. Recently, legislators from the state of Illinois and six Ontario M.P.P.'s attended a joint meeting on acid rain at the Canadian Consulate in Chicago at the invitation of the state legislators. It's not often that state and provin- cial representatives get to- gether for such discussions, and it gave all of us an opportunity to express our various points of view. Why were we invited? The Government of Ontario is deeply concerned about what is happening to our environ- ment. As a result, we have played a leading role in initiating some very produc- tive and important interna- tional negotiations. It was the Government of Ontario which, in 1979, first brought the acid rain to widespread public attention in Ontario, and indeed in North America. We did this to encourage public aware- ness and support for the battle against acid rain. It was Ontario's Environment Ministry which pushed to get our federal government working on an international air pollution control agree- ment with the United States. Last summer, Canada and the United States signed the Memorandum of Intent, an important first step in devel- oping the needed co-opera- tive international action. Ontario has actively support- ed the federal government's commitments under this agreement. The fact remains, however, that the United States is breaking a fundamental term of the agreement in failing to standards as negotiated. This was an important topic of discussion at the meeting. -I'stated at the meeting that if our countries are to have any chance at all of combat- ting acid rain, there cannot be any increase in North America's emission. It makes little sense to the Ontario public, and I sense the American public as well, for the US government to work towards international agreements aimed at reduc- ing pollution on the one hand, while allowing polluters a freer rein on the other. Time is an important commodity in this problem, and there is none of it to action is taken. The Government of Ontario has already taken a action. The Ship emissions at the Inco plant in Sudbury have been sharply curtailed by regulation, and "the Davis Government has also asked Ontario Hydro to take immediate action to control its sulphur dioxide emissions. Ross Stevenson talks about acid rain For example, scientists have found that the acids caused by sulphur dioxide and nitric oxide emissions can accumu- late in the snow pack over the winter. During the spring thaw, a "shock" of acid will flow through the streams into the lakes. The result is that waterways are stung with such a high acidic content that fish can be killed. . : The Ontario Government research program is not limited to studying the effects of acid rain. Our scientists have developed sophisticated long range transport models which serve as useful tools in pre- dicting the impact of various sources on the acid rain problem. At the very least, current emission levels should be frozen while more details are gathered. In the case of larger emitters where reductions will take longer periods of time, in- terim control action should be started now in both the United States and Canada. Ontario's position on acid rain is quite clear. We feel the case for concerted inter- national action is beyond doubt.
