It will be offered up to Grade 4 in the schools where it is presently being taught, in Oshawa, Uxbridge, and Pickering, and will be extended to schools in Whitby, Ajax and Port Perry as of September 1981. Federal and provincial grants amounting to approx- imately $30.00 per pupil have enabled this programme to become established, and along with all major boards in Ontario, Durham can now offer the educational oppor- tunity of becoming "functionally bilingual" in our two official languages by the time a student is in the eighth grade. French Immersion differs from core French in that it is the official language for all instruction in the classroom, rather than the 20 minutes a day that is normally given to all Grade 6 and up students throughout Durham schools. From the very first moment that students enter a Kin- dergarten French Immersion class, every instructional word spoken by the teacher is in French, whether it is a song, a lesson, or a greeting. For several months, this may be repeated in English, but usually by Christmas the children are able to follow most of the programme in French only. Clear. lines for every subject area as set out by the Durham Board, except that all instruction is given in French. In a generally accepted pattern throughout the province, English instruc- tion is usually started in Grade 3 or 4, between 40 and « 60 minutes a day, established internally in each school as the timetable allows. From studies that have been made of long-standing pro- grammes in Ottawa and Toronto, it appears that by Grade 6 the French Immersion students are on a par with their English peers in their facility with the English language, and of course, by this time they are at home with the French language as well. Perhaps some of the greatest assets the French Immersion programme has had are its dedicted and involved parents. Many must deal with an inconven- ient transportation problem, and they are unusually active in parent-teacher groups, as helpers in the classrooms, and in keeping up with current issues involving their children's education. It has really been because of the vigorous demands of these agressive parents 'that = French Immersion programme has spread so rapidly in Durham, and this seems to be the case in other boards where the programme has spread with equal rapidity. Because of this growth there seems to be some concern that highly qualified instruc- tors who are fluent in the French language will become increasingly scarce, but so far Durham has been most fortunate in acquiring skillful and proficient teachers for the programme. In a constantly changing world, with more complex demands being placed on every individual in society, being fluent in a second language can only be seen as an enriching and beneficial personal resource. In a bilingual country, its benefits are obvious, but the ability to communicate in French and English with people from all over the world is a rewarding exper- ience known only to those fortunate few fluent in another language.
