For 1978, (the most recent year for which figures are available), it cost $1,161 to educate an elementary school student in Durham and $1,858 to educate a sec- ondary school student. This should be compared to Metropolitan Toronto where in the same year it cost $1,789 to educate the same elementary student and $1,430 for a secondary school student." Provincial assistance is estimated at $50,276,622, an increase of $4,044,100 over 1979 or 8.75 percent. How- ever the Provincial grants represent 53.28 percent of this years expenditures which is a reduction of 1.07 percent over 1979. The new assessment equalization factors have been introduced by the Prov- ince in 1980, which result in major fluctuations in the apportionate sharing ratios throughout the REgion. Following is a summary of the increases for neighbour- ing municipalities in the Region of Durham excluding Newcastle, which comes under the jurisdiction of the Durham-Northumberland Board of Education. OFA president, Ralph Barrie, said the program is necessary because farmers are in an economic strait jacket. Input costs have risen at a rate which would have been unbelieveable a few years ago. The real problem, how- ever, is falling prices for farmer commodities, Barrie said. Since last year beef has dropped 11 percent, pork 30 percent, and soya beans 5 percent. Late in 1979, the federal government estima- ted Ontario's net farm income would drop by 40 percent, a prediction which, Barrie said, unfortunately came true. The OFA recommended that $25 million dollars be made available immediately to provide subsidized loans for needy farmers. Barrie said that without this assis- tance many crops would not be planted and an increasing number of farmers would be forced out of business. "Farmers are not in the mood for buck passing," Barrie said. 'The aid pro- gram must be brought in." SN SS SS mS a Sa Se ww a wn wn wn -- mr --------" ----"--"---- A.W.
