The jury ruled that Payne died of asphyxia due either to drowning or simply runn- ing out of air. On January 9, Payne and two companions were diving through the ice just off. Seven Mile Island. Payne failed to return to the diving hole after his lifeline slipped from around his waist. His body was not recovered until April. The jury°.was told that Payne had made about 20 under ice dives, but his two partners that day had never taken part in a dive under thé ice until the Scugog incident. The jury recommended that the province legislate a licensing procedure as part of the Occupational and Health Safety Act which would include written stand- ards and testing; and that the licensed divers be grad- uates of accredited diver training schools. Council seeks info on pipeline (From Page 1) Mayor Jerry Taylor said after the regular planning meeting on Monday that members of council were "surprised and concerned", as this was the first they had heard that a pipeline was a possibility in this area. Council decided to seek further information from the Ontario Energy Co-ordina- tion Committee, a consor- tium of provincial govern- ment agencies which is involved in the planning of the pipeline corridor. A spokesman for that organization told the Star that the Amoco project is one of several that will be considered by the federal National Energy Board later' this year, and at present the proposal is only at the stage 'of gathering data for a corridor that will have the least overall impact in terms of environmental concerns. He said that any pipeline for natural gas and-or propane would be about 10 inches in diameter, buried, and would require a right-of- way about 60 feet wide.
