Although he did not take part in the formal discussion or the vote, Mayor Jerry Taylor said after the meet- ing that he is in favour of the action taken by the council. "I put a lot of thought into this," he said. *The Town- ship is growing, and I feel that we need this new position." REASONS Councillor Reg Rose, chairman of the finance committee, admitted during discussion on the resolution that the move "is not a politically happy decision to have to make." '"We are going to get crit- icism from some people in the Township," he stated. "But I'm prepared to stick by this decision, because I think Scugog Township needs it." Choosing his words care- fully, councillor Rose went on to say that there has been 'fragmentation over responsibilities" in the administration of the Town- ship business, and this, he said, has "led to buck pass- ing." "We need one person at a desk where the buck will stop," said councillor Rose. Members of council did not go into specific details about the nature of the administra- tive difficulties other than to say that there appears to be a lack of co-ordination and communication between the departments. Councillor Rose did say during discussion in council that Scugog Township start- ed out with a clerk-adminis- trator in 1974, but in the last few years, 'responsibility has become fragmented." The new administrator will have complete control over the general and day-to- day operations of all munici- pal departments, except O00! expected to start in Sept. Roads. He will, however, review the Roads depart- ment budget, which is prepared in February and separate from the general Township budget. Councillor Rose said Monday night that the posi- tion was advertised and about 25 applications were received. The finance committee carried out inter- views with six candidates, and two senior members of the Durham Region staff were consulted for advice. Of the six, Mr. Cuddie was interviewed by the entire council about two weeks ago. However, one of the reasons council decided to create the senior position was to find someone with extensive experience in the planning functions and the processing of subdivision applications, according to councillor Rose. Mr. Cuddie has been employed by the village of Lakefield for the past seven years. Prior to that he served as deputy-clerk with the town of Whitby and also was planning director there. He has completed the AM.C.T. course and has practical experience as a municipal assessor. . Whitle the discussion in council Monday night was low-keyed, there was a sharp disagreement at the outset of the debate when councillor Don Crosier objected to a request by councillor Jerry Jackman for a five-minute in-camera meeting to discuss salaries. When councillor Crosier said he would oppose any motion to have council go in-camera over this issue, councillor Jackman withdrew his motion. Although the new adminis- trator will have complete control over the day-to-day operations of three munici- pal departments, the titles of present staff will not change. Ward 4 councillor John Wolters, who is a member of the Arena committee, told council Monday that a second contractor had been invited to bid on the job, but this contractor did not submit a price. Councillor Wolters voted against the motion to send the project back to the committee for another price. Ward 1 councillor Don Crosier also' voted against the motion. Monday night, saying he is convinced the Arena committee has received the lowest price possible for the project. However, the vote carried with the other four members of council stating that on principle they cannot accept a project where only one bid has been received when public funds are involved. Councillor Wolters said after the meeting he expects the project will only be held up a week or so. He is hopeful that it can still be completed Cedar Creek Victor Larocque is home again from being a patient in Port Perry Hospital. Ray Davis of New Lisk- eard was a visitor last week- end at the Larocque home. Debbie Davis had been visit- ing her mother while her father was in hospital. She returned home with Ray. Mr. and Mrs. Rick La- rocque and sons were at Manitoulin Island on the long weekend and also visited their Farrow relatives at South River. Ernie Willerton of Oshawa was a caller of George Kil- patrick last Sunday. Mr. and Mrs. Bruce Cum- mings visited their daughter, Karin at Orangeville on Fri- day. Jane den Boer of Toronto visited Mr. and Mrs. John den Boer over the weekend. in time for the Blackstock Fair on August 25. Sending the project back to the committee for a second price may end up costing money, as the committee report to council on the matter says the price quoted "is for construction now and cannot apply later as prices are rising on construction materials." At its meeting July 4, the arena committee had instructed the contractor to begin work "immediately."
