Cliff Lumley, an official with the planning depart- ment of the Ministry of Transportation and Communications told the Star that construction of the west section from Mancester will mean about 35 property owners on both sides of the highway will lose about 17 feet off the front of their lots. Mr. Lumley said that all property owners had been notified by letter of the information meeting and added that detailed negotia- tions with them concerning their properties and the MTC' requirements will be carried out over the next year or so. On the stretch from the Queen Street intersection east, there is only one property that will be directly affected; a house on the northwest corner of John Street, which according to Mr. Lumley is already partly on the highway allowance. He said the MTC will nego- tiate to either buy the property and house, or to have the house moved , further back from the road. The stretch of pavement from Manchester east will be widened from the present 20 feet to 24 feet, and the shoulders of the road will also be widened. Mr. Lumley said it is necessary for MTC to acquire the strip of property on both sides for proper drainage ditches and for improved snow removal. The preliminary design calls for a four-lane road from the Queen Street inter- section east to the causeway, with the lanes nearest to the shoulder known as parking lanes. This is necessary for several reasons, according to Mr. Lumley. The firstis to allow for turning at the numerous intersections,.and also to allow for parking because the area has many residences. The extra lanes will let property owners back their cars onto the highway with more safety. The speed limits will not be altered. One set of signal lights is planned for the highway at the Brewers Retail intersec- tion for east west traffic control and also for traffic coming out of the beer store parking lot. The stop sign on the 6th Concession road will remain as it is now. Tr While there is no traffic signal planned for the inter- section at Water Street, changes will be made there to allow easier turns and exits. On major concern that people have when highways are widened is the removal of trees. For this project the impact will be minimal, as it appears that less than a half a dozen trees and hedges will have to be removed along the entire stretch. The project is included in the Ministry's five year fore- cast, although officials at the meeting could not say when exactly the construction will start. The next step for the MTC is to come up with a detailed engineering design and negotiate with the owners who will lose part of the frontage off their lots. This is a time-consuming process, so it is likely that it will be 1983 or the next year before actual construction begins. G.
