After a debate that lasted nearly two hours the recom- mendation was tabled to allow further study of the office space requirements of the Regional departments at the Durham building on Rossland Road. The heated debate cen- tered around the recommen- dation from the council finance committee which asked approval from the full council to negotiate a five- year lease for 20,000 square feet of office space in the 'Durham Towers at a cost of about $130,000 a year, over and above an initial $95,000 for renovations, furnishings and installation of computer equipment. The main objections were the costs. Oshawa councillor Ed Kolodzie argued vehe- - mently against the move, saying the total bill for the five year lease would be over '$1 million. He went on to call the report recommending the move "incomplete and biased", and said the staff who prepared the report should be "reprimanded". Kolodzie has issued a notice of motion "that the total number of full-time staff members with - Durham Region be reduced by four per cent by the end of 1980. The report which recom- mended the move by the finance department said the present working area at the Durham headquarters building is crowded and frag- mented, and that the water billing department located in a portable behind the main building provided the public with poor access. The report says the most critical problem facing the department is in the present computer room in the basement of the building where overheating in the summer has caused break- downs, and the room could present a potential sequrity problem. In addition, the report says there is a lack of fire detection and suppres- sion systems which could -data files result in loss' of computer data files and a half million dollars in hardware. Despite the six-page report documenting the difficulties faced at present by - the finance department, several members of council said these problems could be overcome by cheaper and more simple means. Putting bars over the computer room windows would decrease the security threat; storage of in fire-proof containers was also sug- gested. Whitby mayor Jim Gartshore pointed out that the Whitby municipal build- ing next door to the regional headquarters has 7200 square feet of vacant office space available at a much lower rate than the $7.15 per sq. ft. charged for space in Durham Towers. The finance department present- ly operates in about 12,000 square feet. Finance committee chairman John Aker de- fended the report on which the recommendation to re- locate was based, as did Oshawa alderman Allan Pilkey who said that if records and files were ever destroyed by fire it would be disastrous for the Region.
