In an effort to further help voters in Scugog Township when they mark their ballots in the municipal election November 13, the Star asked all candidates for a brief written submission, which appear on the following pages. We asked that this submission be in their own words, that it combine a brief personal resume, their reasons for seeking election in 1978, and an outline of the urgent issues as they see them in Scugog Township. The submissions printed here are exactly as they were given to us, unaltered and unedited. We asked each candidate to keep to about 300 words. Candidates for Mayor Lawrence Malcolm It does not seem five years since our new municipality of Scugog was formed. Yet, when I look around, so much has happened and been accomplished that it takes § my breath away. : I have always written reports to council setting out & the pros and cons of each § matter and recommending a § course of action. This gives basis from which to start d has resulted in decisions being made much quicker than would ordinarily be the ~ case. Right at the start in Octo- EN ber 1973, I invited the new LLB a a Scugog Council to our home and gave them about six proposals, to make the basic decisions in setting up our new organization. Several decisions were made that night and when our inaugural meeting was held there were several by-laws ready. Scugog Township was launched in less than an hour. Some other municipalities struggled for months trying to decide the basics for setting things up. Council has not always followed my proposals, nor did I expect them to, but action has to start from some point and even if only a "wee bit" is used, I do not consider that the time spent is wasted. - . We have kept up with matters that need decisions and have no backlog of work to be done. The new council must, by the end of the year, revise our trailer by-law and continue to prepare a comprehensive zoning by-law. At the regional level, our success rate is very high for three Continued on page 11 Jerry Taylor As Councillor for Ward 3 (Scugog Island) it has been my privilege to represent the people on Council for the past six years. I believe I have proven my dedication by successfully devoting myself to the peo- ple, their needs and pro- blems; being available and getting things done. I now would like the opportunity and challenge to represent all of the people in the Township as their Mayor. I have been instrumental in the accomplishments of several issues in the past five years. -The approval of construc- tion of another senior citi- zen's apartment, and possible discussion towards purchasing more land for future senior apartments at a later date. -A new formed Industrial Committee which has been successful in assisting new industries to locate in our Township. -A new well site and the expansion of the lagoon site to accomodate the housing and industrial growth. -The construction of a new arena in the Port Perry area and the installation of artificial ice in the Blackstock arena. -The continual improvement of our roads and sidewalks throughout the Township. I now feel a' proper Residential growth is being accom- plished and in the future, council should be cautious as to future development as we would all like to maintain the community atmosphere that is enjoyed by the residents of our Township. If I am elected as mayor for the next 2 years, I would continue to encourage industry to locate in our township, the completion of homes that have been under discussion and development for the past few years, and an investigation into equalized assessment to bring taxes in line throughout the township. . And most important of all I wéuld work to keep our tax increases to a minimum. I promise a strong, dedicated and: determined voice in Local and Regional Council. Candidates for Area Councillor At Large Gerald E. Jackman ' The primary concern of all elected persons at all levels of Government must be to maintain control over taxes. This is difficult to accom- plish in view of basic neces- sary services which are required such as Library Improvements and road and sidewalk up-grading. How- ever, our tax base is expan- ding and with a sensible, business-like approach and elimination of frills, we should be dble to produce our . required services at a rea- sonable cost to the tax- payer. ; My business experience includes 8 years with the City of Oshawa Engineering Department, 11 years in the Construction industry and 7 years as a sales representative for a local company. I have been involved with many local organizations over the years such as the Agricultural Society, Arena Board, Hospital Board, Association for the Mentally Retarded, Meals - On - Wheels, Ratepayers' Association, Recreation Committee and Scout-Guide Parents' Association. Also, I was a member of Port Perry Council for 2 years. It is this' business experience and Community involvement that I feel would be anasset in controlling tax increases while maintaining a reasonable level of service to the residents. '| Perry 'Council. ACCLAIMED Councillor Reg Rose Councillor Rose began his 2 political activities prior to . v regional government having served one term on the Port He has served as Scugog's regional councillor for the past five years. At the Region much of his energy has been direc- ted toward social questions, having served on the execu- tive of the Children's Aid Society and the Regional Board of Health where he is vice-chairman. On two occasions he was named by the Region as their represen- tative to a Review Commit- [a tee concerning the budget of YE the Children's Aid. He was #00: also elected by the Region as chairman of the Social Services Committee, which operates the largest department in the Region. In this capacity he was instrumental in having an addition built to Lakeview Manor. Councillor Rose was invited by the Province to be a member of a consultative body which recommended adjustments in the Provincial funding of privately operated homes for the aged. Mr. Rose has also been active in the field of child-care and has met with numerous regional organizations considering an appropriate response in the region to co-ordinate the activities of the various programmes in this field. The Organization of Rural Municipalites of Ontario has named him as their representative to an inter-municipal body on child care. Mr. Rose also monitors Regional works programmes on behalf of Scugog Township and in this capacity was successful in having a regional water and sewer rate established, this to the benefit of the smaller systems. He also promoted the extension to the Port Perry water and sewer systems. Locally councillor Rose has chaired the Finance Commit- tee and the Fire Committee. He also played a large part in developing the plans for an urban growth area in and around Port Perry. This involved the re-designation of certain lands to industrial use. He personally approached officials in the Ministry of Housing and successfully argued this position which eventually formed the Port Perry modification to the - Durham Official Plan. In private life Mr. Rose is the Minister of the Anglican Churches in Scugog. Before his ordination he worked in the field of acturial science and developed some facility in mathematics and statistics. 5 The development of industry in Scugog and the whole of Durham is seen by Mr. Rose as one of the most immediate * problems confronting local and regional governments. A longer range problem but one that requires planning at this stage is the adequate care of our increasing senior population. Mr. Rose is gratified with his acclamation and accepts it as a sign of confidence of the electorate in his ability to represent them for another two years. -~ 2 MHL PERRET FT CPTI RII © Mi 3 A 1 dt RET SEAT EBT SRE es RE Vern Asselstine I.am a member of "the present Scugog Council, I served six years on the Cart- wright Council, three of these as Deputy Reeve. I take being elected very serious and I work hard trying to do a good job and rarely ever miss a meeting. I will always stand up for what I think is right, and in the best interest of Scugog. I think we must have pro- gress, but only on a pay as you go basis. I feel your council has made steady progress. With my experience and dedication I. can serve you well on the next Council of Scugog. Ihave supported district plans in the villages and I have worked to get industry in Scugog. We are getting plans together to rebuild Queen St. It is a big job as there are a lot of services under it and a lot of them are old and should be replaced before the street is done. Therefore, we will have to work with the Region to get it done, My wife Vera and I have lived in Scugog (Cartwright) for 26 years where we have raised our family. I have been involved in many community affairs such as Boy Scouts Group Committee, Past President of the Blackstock Agricultural Society, 5 years on the Hospital Board and at present I am serving on the Community Centres board, Nestleton Community Hall board, Museum board and Regional appointee on Central Lake Ontario Conservation Authority. I've also been 8 years on the Children's Aid board and for the past 2 years of these I have served as President of the Family and Children's Services for Durham Region. I believe Recreation, Culture and Sports are very important and we should always encourage people in the Community to get involved locally. Last but not least we must listen to the needs of the people, but be ever mindful of the cost and try to keep government spending under control. Arthur W. Catton Aurthur Catton has lived in the Township of Scugog for 23 years. He served on the Township of Reach council as councillor for four years and as reeve for one year, prior to Regional Govern- ment. He completed five years on the Community Memorial Hospital Board of Govenors, this past spring. He has served as a director of the Durham Region Fede- ration of Agriculture for the past six years, and was elected as 2nd Vice-president in 1976. Mr. Catton placed his name in nomination because he feels that his past ex- perience in municipal affairs and agriculture organizations, could be an asset to the community. He feels that there are various issues before council that should receive more discussion, and currently not being given by the present members. Neil Hunter © Mr. Hunter will be trying for area councillor at large in the November 13th elec- tion. He was -born in Scar- borough in 1924, where he attended school. He entered the service in 1942, and spent 3 years overseas. On his return he joined the Toronto Police Department. In 1954 he moved to the 12th conces- sion of Reach where he farmed with his wife Jean and sons, Bob, Jim and Tom and daughter Patricia. He now lives in Greenbank. He served three years on Reach Township council, three years on Scugog council, seven years on the school : board and served a number of years on the fair board and arena board. Mr Hunter feels he has an interest in the affairs of the township, and will try and do his best for all residents of Scugog. Two of his priorities if elected will be to continue the expansion of the industrial tax base to help take the burden off property owners, and the urgent need for a set of uniform by-laws in all four wards of the Township. 1 ' RRR . \ ney R sn?
