Tom Armstrong of the Kinsmen Club told council that the organization would undertake a three or four year program to construction a sand beach about 75 feet into the water. Also included would be a change house, washroom facility, + and playground equipment, ~ Council passed a motion to have the Kinsmen Club meet with the property and parks committee to work out a formal plan with cost estimates. Mr. Armstrong suggested that the club could start the project this winter by dumping beach sand on the ice. . BLACKSTOCK STUDY Scugog Council has asked Durham Region planners to undertake a district plan study for the hamlet of Blackstock. The study, if agreed to by the Region, would be similar to ones completed this summer for Utica and Nestleton, and would define the hamlet boundaries and suggest growth development patterns. ; re. The decision to ask for such a study was taken following a discussion in council with Morley Bruce and Donald Kerr, who are attempting to develop eight lots on a parcel of land in the northwest quadron of the community. According to Mr, Kerr the development plan is being handcuffed at the Regional level until a detailed study of the community has been made. To expedite development of the eight lots, Mr. Kerr « suggested that the company would consider hiring an independent consultant to do a study of that particular parcel of land. But he rejected outright the idea that the company would cover the cost of a study of the entire community of Blackstock. Mr. Kerr expressed some displeasure at the hold-up saying it is "ridiculous" for the region to demand a completé® study of Blackstock so that the development of the company's eight lots could proceed. 'Nobody at the regional level seems to want to bend," he added. Councillor Jerry Taylor agreed, stating "it is a disgrace the way things drag on and on, and we as a Council have so little control over them." " TREE PLANTING Council agreed to spend $1500 of a special $3000 fund for tree planting and beautification in Port Perry. The money will be used to purchase about 30 red maples ~and plant them on township property within Port Perry in areas where trees have had to be removed. The $3000 special fund has apparently been donated by a ¥ private individual and is to be used for beautification within Port Perry. lr Council agreed, however, that a further $1000 from the Parks department budget would be used to purchase and plant trees on public property throughout the remainder of the Township.
