Effective January 1, 1978, Wintario assistance will not be provided for projects al- ready under construction or completed prior to applica- tion for the grant. Applicants wishing to undertake a capital project must first discuss their plans with local field consultants from the Ministry of Culture and Recreation, and then apply for confirmation of eligibility which is approval in principle. The confirmation of eligibil- ity will be valid for one year from the date of announce- ment by the Ministry, during which time applicants must apply for approval. In announcing the changes, Michael Noon, manager of the capital support unit, said that before embarking on capital projects, municipal authorities and community organizations should thoroughly consider the im- plications of such develop- ments.
