If they want increased industrial development, then his de- partment will do what it can to help. And Mr. Nicol agreed that in the larger centres of the northern part of the region (presumably Port Perry, Uxbridge, Cannington and Beaverton) there is a need for increas- ed industrial development. In suggesting that the main stumbling block against industrial develop- ment in the north is the lack of adequate service facili- ties such as sewers and water, Mr. Nicol added that there have been recent in- quiries from parties serious- ly interested in either re- locating or establishing new industries in the 'Scugog area. This problem of lack of adequate servicing is of course a serious one, and Mr. Nicol suggested that one way around it would be for "dry" industry of mod- erate size to'locate on land serviced with septic systems and wells. Mr. Nicol stated that a presentation will be made possibly in September to the regional planning and de: velopment committee out lining in general terms tc . the politicians both the problems and the possibil: ities of industrial develop ment in the northern part of the region. .SCUGOG COMMITTEE In March of this year Scugog Township council agreed to the formation of an industrial development committee which would have several responsibili- ties. / Firstly, the committee would assist the regional development: department in attracting . industry to Scugog. The committee would carry out public relations work with parties interested in developing industry. And the commit- tee would have the import- ant responsibility of doing necessary groundwork for such things as re-zonings and site plan agreements. The committee could stipu- late the kinds and size of industry that would be compatible with the nature of the community, and in working out site plan agree- ments could specify the design of building exteriors and insure attractive land- scaping of grounds. The committee is made up of three members of Scugog Council: Chairman Richard Drew, Reg Rose and Jerry Taylor; and four members from the com- munity: - Cliff Crowell, Howard Hall, Eric Carr and Chuck Preston. Since its formation earlier this year, the committee has come up with a recom- mendation for industrial development on land close to Port Perry that is serviceable. THE PROBLEM Sewage facility expansion and upgrading is scheduled for completion at the end of next year, and will provide adequate service in Port tig Perry for a maximum popu- lation of 7,000. There are presently several proposals for resi- dential housing develop- ment at various stages of readiness, and if all proceed as planned over the next several years, the maxi- mum sewage capacity of the upgraded system will be reached. In short, the restrictions on the sewage facility cap- abilities could force Scugog into having to make a decision between industrial development of serviced land or allowing residential development to proceed as now proposed. A decision to limit or deny completely a proposed residential sub- division could result in legal appeals to the Ontario PORT PERRY STAR -- Wednesday, July 20, 1977 -- 13 Municipal Board against the Township decision. In an attempt to prepare for such an eventuality, Scugog Council July 13 passed a resolution instruct- ing the Township's solicitor to meet with the regional legal department to deter- mine if that kind of decision could be defended before an OMB hearing. THE NEED Members of the industrial committee feel there are . Scugog pushes for more industry several reasons why a strong push should be made to attract the right kind of light industry to the Scugog area. : At present, industrial assessment represents just slightly more than ten per cent of the tax base in the Township and any rise in this percentage would help somewhat in off-setting the tax requirements on other assessments.
