Such an occasion for in- volvement, we feel, has occurred again. Recently, we have become aware of an issue that we feel is violating the basis of our ea system of democracy and our rights as citizens of our country - and that is the degree of use of Orders-in- Council is actually the command of the Monarch, a residue of the days when the monarchy had absolute power. In modern times, however, the Order-in- Council is supposedly to be used only in cases of dire emergency such as war matters or matters of grave national importance when normal Parliamentary Letter claims millions wasted (continued creased by over 100 last year to a record 376. According to Ottawa's own statistics over 20 per- cent of Canadians live in poverty, yet the Trudeau government continues to waste millions of dollars useless schemes that do little to help the unemploy- ed find work. The waste is criminal. Instead of a fully democratic government we have a government working in secrecy with an arrogant Prime Minister denying the people access to what is going on. Eighty percent of all government documents are stamped secret and confidential and opposition demands for a Freedom of Information Act go on deaf ears. Often Canadians have to get their information on government affairs from Washington where they have a Freedom of Informa- tion Act. Hundreds of millions are spent without the express authority and knowledge of parliament. I put little faith in figures from the Trudeau govern- ment. I quote the normally supportive liberal Toronto Star, front page June 22, 1977 - CANADA'S STATIS TICS EXPERTS ARE BEING DISHONEST when they slip items such as food - in and out of the Consumer Price Index in attempts to serve 'special interests'. We are being continually lied to by the Trudeau regime. It was NDP leader Ed. Broadbent who exposed the false figures on unemploy- ment. The government figures on the need for bilingual jobs were grossly overstated and proved false. On the Pierre Berton - Charles Templeton dialogue program on CKEY, Trudeau was called a "liar". There are too many scandals in the Trudeau government to mention. The Liberals have run Canada for more than 65 of the last. 77 years of this century, and must share accept full responsibility for the poor economic planning and wasteful government policies. It has been stated that if it were not for our vast natural resources the country would have been bankrupt long age by waste- ful Liberal governments. While the defeated third- place Liberal candidate questions my credibility as a writer she might well spend her time cleaning up the mess her own party has created in Ottawa. I draw her attention to a recent Gallup Poll in which 'politicians were rated with other occupations for honesty and ethical standards. .Qut of 11 occupations -- journalists had a higher rating than lawyers with 33 percent . while politicians were rated at only 19 percent -- third from the bottom of the list : in 9th place. more? Instead of writing insult- ing letters the former Liberal candidate might use the time to take down her June 9th election signs -that are still littering the high- ways and countryside--some 3 to 4 weeks after the election. 1 do not wish to enter further into 'open letters" in the press and any further correspondence will be ignored. In closing I will say to the defeated candidate 'Thou dost protest too loudly'. Your prejudice is showing. Need one say Sincerely, Dean J. Then Her Majesty, by and with the consent of her advisors may sign an Order which becomes law immed- iately. In this country the Governor General, as the representative of the Monarch has the same authority. If used properly, the Order-in-Council may still fulfill a need in times of war or grave national concern. But, it is our understanding that last year (1976), our Governor General signed 3,326 Orders in-Council. All orders are supposed to be published in the 'Canada Gazette" - only 653 were published. For the same time frame, about 10 Orders were signed by the Queen for England; subject to rigid control. Letters have been sent on behalf of the Ratepayers' Association to Norm Cafik, Allan Lawrence and the Chairman of the Privy Council at the House of Commons requesting .an explanation of this - Why so many Orders-in-Council have been promulgated? Why aren't our laws being made through Parliament? Why aren't all these Orders in-Council being printed and publically circulated? Perhaps now you are concerned and should send letters to the above people (and others) expressing your concern and asking for answers to your questions.
