Both the township's engi- neering firm and township council believe the latter, but the company claims that lack of communications has resulted in some mis- interpretation. Addressing Scugog coun- cil at their Monday meet- ing, Mr. R. E. Sims of 'Totten Sims Hubicki said that press reports about the matter have 'cast some doubt -about whether the township was pleased with the services of the firm. The firm wants better and more open communications with couricil to counter this kind of misinterpretation. What he was con- cerned about, however, is that the press reports have colored the action to make it look like the township was less than satisfied with the firm. * Council assured Mr. Sims that they were satisfied with the performance of the firm, and that the move was simply in the best interest of the township and should not be considered as an . indication of any township dissatisfaction. "lI worry that people should interpret it that way," said Mayor Malcolm. _ "It was the logical way to go at that point in the pro- ject, that's all." " Coun. Jerry Taylor agreed that there might have been a communi- cations lag, and that although the new arena committee was handling the project, 'this council was still on top" and should have kept the firm informed on what was happening. Coun. Vernon Asselstine suggested it was the media's hunt for headlines that created the problem. In the chairman's ad- dress, R. J. Smith reported * that the Milk Committee had supported . the Twilight Meeting, Dairy Princess Program, Executive Con- ference at Geneva Park and attended Regional Meetings and the Annual Meeting at the Royal York, Toronto. The financial report showed expenditure of $3,603.10 and a balance of $293.70. The budget for 1977 provided for expenditure of $3,470.00. Ted Smith and Murray Stone were appointed auditors for-1977. Quality Milk certificates were presented to the 12 shippers with best barn score and the best quality milk. Winners for 1976 were: Marinus Verhoog, Allan Ball, Mac Mustard & son, John Warren, Robert Jibb, J. L. Reid, Ash- burn; Ron Werry, Oshawa; Maurice O'Connor, Picker- Will participate in study Scugog Township Council agreed to participate with the Ontario Ministry of Transportation and Com- munications in a township- wide Roads Needs Study. Council Monday night appointed Councillors Neil McLaughlin, Jerry Taylor and Mayor Lawrence Mal- colm to sit on a coordinat- ing committee with provin- cial representatives. Coun- cil also indicated they would prefer their own engineer- fae firm, Totten Sims Hubicki Assocates Limited to be involved in the study. The project would include an initial study, and an on- going program of annual updates. The initial study would cost about $30,000, with the province picking up 'about 75 per cent. * "Updates are relatively in- expensive to maintain, often being no more than simply subtracting. completed pro- jects and adding roads that are showing new signs of wear. It would provide information on the total work required in the township and it would allow council to make long- range construction pro- grams and set priorities. The province would bene- fit by knowing what work will be needed in the munic- ipality in future years. Since the municipalities under study represent about "75 per cent of the annual MTC allocations, knowing what these communities are likely to require in' the future will enable the pro- vince to calculate reason- ably accurate future expen- ditures. Coun. Reg Rose pointed out that the township had approved such a project once before, in January 1974, but the province had backed out, apparently due to a lack of funds.
