® By a vote of 23 to 3, Durham Region Council moved to ask the Ontario Municipal Board to approve a $28.8 million capital ex- penditure:-an increase of $4.7 million in the region's 1976 budget. oh "The finance committee re- commendation to council was first tabled by the council because the request had just been placed on the councillors' desks. The tabling motion result- ed in a tie vote which was broken by Regional Chair- man Walter Beath. How- ever, it was pointed out to . Durham Region bud council later. in the day, when . the public' works report was presented, that many of the recommend- ations in that report .could not be approved because projects related to the $5 million, . i" A vote was again put to council to put the request before the OMB. That motion was by 'a 23 to 3 vote. Only Oshawa council lors Allan Pilkey, Jim Potti- cary and Bruee McArthur voted against the motion. Counc. McArthur argued that the report had just been placed before council and it couldn't make a fair assessment - "we 'can't accurately review a $5 million overage and come to a rational conclusion," he said. Works Commissioner Bob Richardson pointed out that by. not approving this 'request it could jeopardize the region's chance of collecting some $3.8 million in grants from. Central Mortgage and Housing Corp. (CMHC). The increase in the quota figures had been caused by the following reasons out- lined by Mr. Richardson in a report to council: -application to the OMB for 1974 and 1975 projects for which the tenders were much higher than originally budgeted. ' . . ih : -increase "over budgets in 1976 projects reported to date. . -estimated increase over budget in 2976 projects for which engineers reports have not been presented to * council.
