12 -- PORT PERRY STAR -- Thursday, Sept. 9, 1976 Port Perry, Blackstock arenas in structural study * | Port Perry's old arena, the Blackstock arena and the Port Perry Curling Club are under study by an engineer- ing firm following a recent request for a structural re- port on the buildings by the Ministry of Labour. The Ontario ministry. re- quested that the report be completed by October 9. The firm carrying out the study is August Apon Assoc. Ltd. The company was recommended by Knox, Martin and Kretch Ltd. ~ For those arenas that have been closed down in the province, financial help has been made available in the form of a special provincial program that will provide up to 75 percent of the cost of repairing unsafe arenas. Last June, Dr. Stephenson stated that only arenas that had been certified as safe by a professional engineer would be allowed to open in the fall. At that time, Dr. Stephen- son said that "we were try- ing to be charitable, but it is difficult to be excessively charitable when human safety is involved." Now, as a result of this recent announcement, safety o \ will not be compromised and municipal tax rates will be affected by the problem. "Provincial funds will come from a special Win- tario program and through the community recreation centres act." The special grant program is expected to greatly mini- mize the disruption of sports activities that could have resulted if municipalities had been unable to make the necessary structural changes. "I am optimistic that the program will assist the child- ren of Ontario to skate and Seven-year-old Steven Whalen grunted and groaned but was unable to lift the barbells at the Muscular Dystrophy carnival last week. Applications for Wintario grants which have been re- ceived prior to this announc- ement will be reviewed and given the benefits of the new program, Previously, provincial grants were available to cover half the cost of repairs but Mr. Welch said the provincial share was in- creased in order to help municipal taxpayers and avoid undue delays. The revised program will provide for 25 percent of the cost of any repairs up to $75,000. for each facility affected through the community centres act. Wintario will provide $2 for every $1 raised locally to- ward the remainder of the cost. Normally, Wintario grants are limited to one-third or, at most, half of the balance and are dollar for dollar in most , | | areas of southern Ontario. In order to allow municip- alities to proceed immed- iately with repairs, the minister said a pledge by a responsible community organization to the council to raise their share within three years will be accepted.as proof of local support and provincial funds will be paid progressively as construct- .ion takes place.
