Assuming a present popu- lation of 10,000, a growth of between 4,000 to 6,000 in Port Perry and additional growth in outlying hamlets, we would project a population of 18,000 for Scugog Township. Allowing 2,000 people for the - agricultural community this leaves us with a non-agricul- tural population of 16,000. Using the factor of 43 jobs per 100 people as laid down by the Provincial Government for the North Pickering project, this would mean a working population of over 6,800 people. Of this figure 30 require Industrial jobs and using 10° jobs per acre this would require 200-250 acres of Industrial land. Our present Industrial acreage is 30, we note that in Alternative 1 (Pop. 5,000, which we do not accept) an additional 80 acres is suggested, no figures appear in Alternatives 2, 3, or 4. We strongly recommend that 200-250 acres of Indus- trial land be given serious consideration. Wey take exception to the comment regarding mineral: extractions of sand and gravel deposits and it's neg- ativeimpact. If Durham is to expand three-fold to 660,000, where is the sand and gravel to come from for the Con- struction to house and trans- port this major increase? Are we going to depend on neighbouring Regions and Counties to supply our needs? Surely it is possible to develop the necessary safe- guards and procedures that allow us to subtract this source and restore the area to new uses such as recreation- al after the mineals have been extracted. We note on the Map labeled "Freeway Options and Road Proposals by Other Govern- ments", two Bypass Roads one to the north and one to the south of Port Perry, we see little necessity to the one at the North, but strongly recommend the implement- ation to the one at the South and would further recom- ment that consideration be given to this road entering 7A Hwy. directly opposite Water Street and that the traffic continue North along Water St. through the Commercial area to North St. and then follow north-west along the old Railroad Bed to the north end of Lilla Street remaining a Regional Road it would allow Lilla Street to remain Residential, it would elimin- ateanextreme traffic hazard at Lilla and Queen Streets and would be of considerable ° -benefit to the Commercial Community of Port Perry (see attached map). Most of the land east of Water Street and on both sides of the proposed extension north- west of Water St. are design- ated Recreational Parkland and indeed, most of the use of this land is be Residents of Durham other than Port Perry. This road, as we propose would allow easy access to those Recreational Areas without disturbing any of our residential areas. This would allow easy access for trucking purposes to the Industrial areas both north and south of the Village as well as the Commercial areas, again without disturb- ing the residential. The comment has heen made that JL IR AOE FP BANE NY this would be an-expensive road to build because of the low nature of the land, surely most of it could be construct- edon the old C.N.R. tracks, if the land would support a Railroad it would certainly support a road. . Concerning the Commer- cial uses in Port Perry, we note that not all of the land presently designated Com- mercial is shown on any of the alternative maps, we are sure this is just an oversight and would suggest that for clarification and ease in final presentation that all- Com- mercial land be shown on future maps. Some of the omissions were: 1) North side of Mary St. from Water St. to Lilla St. 2) West side of Water St. from 7A to Queen St. 3) Junction of 7A and Queen St. at the West end of Port Perry. We would prefer not to see any further Com- mercialland that is presently designated Outside of the downtown 'core such as shown on Union Ave. .in Alternatives 2, 3 and 4. Feasibility Study Ro by Totten, Sims, Hubicki, in January 1973, for the Village of Port Perry and the Cham- ber of Commerce shows that the present Commercial lands are more than adequ- ate to support the increase in population as indicated by your study. It has been mentioned in the Goals for the Region, the needs for Housing that can be that it is financially impos- sible for Rural Municipalities such as Scugog to enter into the Real Estate Market by Land Banking. A possible alternative to this might bea' clause in all subdivision agreements containing a completion date for the pro- ject, this would. prevent developers from holding re- 'sidential land off the market inordertoi Increase the brice of lots.
