Spring pro- Where there's smoke, there's fire, as any pyromaniac worth his salt will tell you, so the funnel of black, thick smoke that curled into the sky north of Port Perry created more than a casual interest among local residents. Those spunky enough, or nosy enough, to jump in the car would have found an enormous pile of rubber tires on a side road near Little Britain, smoking like mad. The tires were being burned in order to recover strips of metal in the rims. The smoke column was spotted as far away as Oshawa, according to some reports. Beath urges councillors to attend meetings Committees and their staffs should review present responsibilities to permit any needed change in policy before it is accepted as necessary, merely because it has been done that way for a period of time. Durham Region Chairman Walter Beath, in making his inaugural address to council last Wednesday, said all committees should review present responsibilities relating to provisions of ser- vices for the region, and justify any alterations to that presently in force by in depth study. Recovered from an illness that kept him away from the first meeting of the year two weeks before, Mr. Beath said the record over the past 15 months showed an atten- dance at council and com- mittee meetings was around 90 per cent. "I'would ask council to be in their places and remain, if at all possible, until the council is adjourned. This would allow for better ad- ministration as well as main- tain the dignity of the council as a whole." He asked members to keep spending down, and to avoid an attitude on deficit spend- ing of '"'everyone else is doing it". "We should take a more business-like approach to the subject," he said.
