One of Mr. Kelly'$'biggest concerns at the moment is non-returnable, throw-away bottles and containers. ~ Mr. Kelly has been in regular correspondence with William Newman, Minister of the Environment for Ont- ario and has also been busy writing letters to the editor frying: to popularize his views on saving the environ- ment. "One person can't do much," Mr. Kelly said. "But if the general public gets behind something, then we can get something done.'"' In a letter to the Minister of the g Environment, Mr. Kelly pointed out some of the results of a ban on throw- away containers in the state of Oregon. roadside litter from cans and bottles was reduced by 90 per cent after the ban took effect. There was a net increase in revenue to beverage com- panies of about four million dollars and there was a saving of about 1.3 billion British Thermal Units of . energy, enough to heat 11,000 homes. Mr. Kelly said that it is only natural that the big can and bottle lobbyists will fight "any change and spend huge g Sums of money to influence government decisions. When Mr. Kelly enquired about the cost of producing a 30 ounce returnable Canada Dry bottle, he was told that it would cost 27 cents and that 'was more than a year ago. If each bottle is retyrned 12 limes as a task force said was the case with smaller, 10-ounce bottles with only a 2 cent deposit, it only makes sense that with a much larger 10 cent deposit, they would be returned more often. The brewery industry has lead the way with their deposit on beer bottles and cans, Mr. Kelly said. It costs about one million dollars a year to clean up the litter on our highways, Mr. Kelly said. The soft drink industry is the biggest culprit today with their throw-away cans and non-returnable bottles. Even one penny deposit on these would make them re- turnable for recycling, Mr. Kelly said. Since it takes a lot of room to store empty cans before they are picked up for recye- ling. Mr. Kelly has suggested small compactors could be supplied which would pack the cans solidly for storage and handling. Such compac-- tors could be purchased for about $300 and are small enough so they could be placed near the counter of stores that take back bottles. They could then take back cans also. Mr. Kelly said. Another area of concern Separate school chairman threatens to resign ~~ | The Chairman of the Dur- ham Separate School System has threatened to resign if an evaluation of the system by the Ministry of Education isn't accepted. Ivan Wallace said that he could not sit as chairman of a board that would not go ahead with the evaluation. 'The board voted to enter into preliminary discussions with 'the Minjstry on the evaluation of the system. The motion will aliow the ministry to send represent- atives to take a polling of parents and teachers in the region to assess their willing- ness to go ahead with the evaluation. A spokesman for the ministry told the board meeting that there must be a consensus of parents, teach- ers, trustees and other af- fected people that there is a need for the evaluation. Both an external and an internal examination would take place.
