PORT { PERRY PORT PERRY - Wednesday, April 5,1972 -- SECTION ) 13 Council agrees to open road to property of private citizen The Village of Port Perry has agreed to allocate funds from the 1972 budget for the opening of a roadway from Water Street east to a piece of property owned by Dr. W. Cohoon. Several weeks ago, Dr. Colioon approached Council asking that the Village open the roadway to his property. At that time, he told Council that in his opinion the Village had a legal obligation to open the road as part of an agreement the Village enter ed into in January 1968 when it -purchased an adjacent piece of land from Mr. Guy Raines. The agreement made in 1968 says in part that the Village would agree to open a roadway *'within a reason- able length of time"' after the purchase date. The road would run across the land now owned by the Village to the piece of land now owned by Dr. Cohoon, which is behind Conway Gardens Restaurant. When first approached by Dr. Cohoon, Council deferred ~any_decision until a legal opinion could be obtained. However, at that time Reeve Robert Kenny was not in favour of opening the road, saying that in his opinion, the purchase agreement clause "within a reasonable length of time" was not binding on the Village to open the road this year. Mr. Kenny also said in his opinion the money would be better spent on road upgrading and improve ments elsewhere in the Village. Dr. Cohoon again asked Council at the regular meet- ing of March 28, and a resolution vote granted his request to budget for the road construction. Dr. Cohoon made it clear to Council that he would only require access to his proper-. . ty, and not a highway." Councillor Gerald Jack- man said prior to the vote that if the Village had enteredinto an agreement to build a roadway, it should honour that agreement, and said that in his opinion, four years is more thap a "super "reasonable length of time." Dr. Cohoon has plans for a multiple unit dwelling on the piece of property subject to' zoning by-laws -in the vil- lage's yet to be completed official plan." When asking that the road be open, he indicated he has plans to construct boat-launching and docking facilities this year, which would become a part ot his property develop- ment, should zoning by-laws allow for the mulitiple unit dwelling on that piece of property. Anti-smoking campaign for Port Perry students The increase of respiratory ailments and canger is causing considerable con- cern among Canadians. The recent programmes on T.V. displaying, in all frankness, the horrors of cancer related tosmoking is a witness to this concern, The staff at Port Perry High School has decided to do something about it. An anti-smoking campaign is to be held on the week of April 10 - 14. During this week, a different film on the hazards associated with smoking is to be shown each day followed by discussions. The films, loaned by the Cancer Society and Tuberculosis Associa- tion, will be used to promote understanding of these hazards. The staff at the high school see this as an added oppor- tunity to promote better health and to aid those who do smoke to give up the habit. It is hoped that the effects of this campaign will spread throughout the whole com- munity. In order to facilitate the communication process, the students are to be grouped, two years at a time. Each group will be given one period per day to see the films and to discuss their implications. The discussion will be led by staff members, mainly from the Physical and Health Education department at the school. department . is helping by making posters. Students who smoke regu- larly will be encouraged, on a purely voluntary basis, to make a personal pledge to break the habit. $309. for recreation area During the past year a small 'community" known as Mariposa Estates was developed east of Seagrave in Mariposa Township. More than 20 houses are now occupied and the residents have banded together and formed a Ratepayers Association with Ernest Mead as president.
