The tops will be -placed over garhage drums already owned by the Village, thus making it practical for trash recepticals to be kept on the streets year-round. The practise has heen to remove the containers from the streets during the winter, the argument being that open "barrels fill with snow. There has been some recent criticism of the fact that there are no trash recepticals on the streets in winter. In discussing the purchase of the barrel tops, some members of - Council -ex- pressed concern that people might ignore the recepticals, and throw paper wrappers cle. in the street anyway. There was also some con- cern that vandals might damage or upset the con- tainers. This concern is not without "foundation as there will always be thoughtless idiots who won't go five feet out of their way to use (rash confainers. Likewise, there --wilLalways be small-minded punks who will "gel: their kicks" by damaging public "property. or knocking over trash cans. Nonetheless, the Village of Port Perry needs trash containers on at least the main street for the entire vear. The purchase of the trash can tops is a first step towards a much-needed "clean-up™ in this Village. The rest is up to the public. When the trash cans are placed on the streets, there should be no excuse. USE THEM. be informed that they must he moved from their present location by December 314 1973. : The resolution came during discussion. of pro- _ posals and suggestions made at a February 24 meeting between Park Committee members and Yacht Club representatives. Purpose of - the. February meeting was to discuss a new location 'for the Yacht Club . within the Park plan. At this meeting Park Committee Chairman Howard Hall said ahout 2.5 acres of land with lake - frontage of 500 feet could be leased to the Yacht club at the extreme north end of Birdseye Centre Park. The Yacht club indicated it has plans for a new building, covered and open slips, anda marine railway, with 'these to he completed over a two-year period heginning this year. Council has determined that the cost to the Yacht Club for leasing the land will he $1,200 per-year-including land taxes. Taxes on Yacht Club building with an estim- ated. commercial value of $20,000 will $500 to $600 per annum. The 'lease -will be for 50 vears, with an escalating clause to cover yearly tax increases. The lease will be drawn up and signed after the Yacht club submits a completed plan of the new location showing exact location of: building etc., and also when . ~the -Club-shows -it----has-the - "ability to finance the project. Debbie Short read the minutes of the last meeting. Kim Harrison handed out the covers to the girls that needed them. Miss Dodd told us that Meeting' No. 5 will also be held at the Old Catholic Church. Miss Dodd discussed with us the section on "Fitting." One of the girls suggested that the covers be changed to green and white lettering and putting the 4H Emblem on the cover too.
