We would all oppose the use of .pets in research and Bill 194 ensures that they will not be obtained for these purposes. Where there is none now, this Bill would set a minimum redemption period across the Province to give pet owners time to find lost animals; pound keepers would have to notify, by law, the owner of any animal bearing a tag or tattoo. Animals not claimed by their owners could be held indefinitely and sold or given away to -anyone wanting to adopt a pet. Only those which would otherwise be destroyed could be sold for teaching and research "dealers" but directly to registered and inspected' research facilities. 'Dealers' who, buy dogs and cats for resale to laboratories are eliminated under this Bill. Research: - institutions would also be controlled under Bill 194. They would have to meet high standards before they would be regist- ered. They would be inspected regularly by qualified em- the Veterinary Services Branch of the Ont- ario Department of Agricult- ure. These inspectors would through the elected govern- ment just as policemen and firemen are through the mun- icipal and other governments. If there was evidence of in- humane treatment of animals, research would be stopped by "| legal injunction and by with- drawal of registration. Bill 194 is available at no charge from the Office of the Minister of Agriculture, Parlia- ment = Buildings, Toronto. Everyone should read it and make their views known to the government and their local Members. Bill 194 protects pets, safe- guards animal welfare, and it is humane to people' too. Should many thousands of unwanted and .' unclaimed animals be killed when they are needed to cure and prevent diseases? Should other dogs and cats be bred and raised at great public expense when far more than are needed are killed at our expense in the public pounds?
