"I have had the opportun: ity of ferving on the Plan: ning Board for a term of two vears which I have enjoyed very much. The first vear was very in- teresting and educational but during the second year due to other activities I was un- able to attend any meetings and the year 1968 may be a repetition of 1967 so I must resign as a member. I feel that attendance of board members is just as im- portant as Council meetings. Congratulations to all mem. bers of the board and Coun- cil for a job well done in 67 and success in 1968. Motorists Will Be Faced With Tough Driving Tests Toronto -- Motorists with bad driving habits and im- perfect vision will be faced with tougher testing by Ont- ario's Transport Department this year. - The. new rules were an- nounced at the Road Safety Workshops sponsored. by the Transport - Department here January 4, 5 and 6. About 1,000 delegates at- tended from Metropolitan Toronto, Halton, Peel, York and Ontario counties--repre- senting provincial and muni- cipal government, the judici- ary,. law enforcement, indus- try and unions, the clergy, doctors, lawyers and other interested persons. : The delegates also heard that: @ The vast majority of traf- fic accidents in the prov- ince are due to driver carelessness, rather than mechanical defects in motor vehicles. e /The provincial govern: ment has rejected reflec- torized licence plates be- cause of their question- able value. e A proposal is under study to raise-the speed limits on Highways 401 and 400 from 60 to 70 miles an hour. Transport . Minister Irwin Haskett said the general con: clusion of the conference is "that we're. only going to get greater safety in traffic if the public really wants it." Laws and enforcement can- not do the job by themselves --"we have to do all we can to make sure the individual driver accepts his own res- ponsibility." Driving Tests - The Transport Department has just initiated compulsory road tests for drivers with nine demerit points If they 'examiners' fail the test, their licences are suspended. William McIntyre, director of the Drivers Branch, said those with nine points who fail the road tests will lose their licences immediately. They will be advised to bring someone with them for, the. tests to drive them home if necessary, Beginning last year, driv: ers with nine points against 'them were required to pass vision, sign recognition and rules-of-the-road tests." Now, with the bolstering of the staff, the road test has been added. It i§ estimated that about 20,000 drivers will reach the nine-point level this year. The demerit point system involves a warning letter at six points and an interview with department. officials at nine points. The automatic suspension level is 15 points. © Certain groups of drivers will continue to be retested automatically including el- derly persons and drivers with three accidents in two years. On January 2, a tougher vision test was imposed. Mr. McIntyre said it will be given to all new applicants for dri- vers' licences--and these are coming in at the rate of. about 1,000 ea¢h weekday-- plus drivers with nine or more demerit points, persons over 80, school bus drivers, and persons whose suspend- ed licences are due to be re- issued. Mr. Haskett "announced that his Department had de- cided against introducing re- - flectorized licence plates in the foreseeable future. Public Apathy Commissioner Eric Silk said that public apathy to traffic safety must be dissi- pated before substantial pro- gress in this field is possible. It has nothing to do with the numbers 'of police available on the highways, he said. Traffic safety principles could be taught in the schools: more. intensively, long before the youngster reaches the age where he may apply for a driving li- cence, Commissioner Silk said.
