Subsequent to Commission approval of the rates, the proposal will be presented to the municipality of Port Perry for its review, possibly in mid-January. If the proposal is found satisfactory, an application will be made to the Ontario Municipal Board for approv- al followed by an agreement with the Commission. Franssen, Treasurer was delighted to report that charter membership for this area--had-now reached 106, exceeding our obiective of 100 members. There is still time to become a charter member for $2, or $3 per family. A great deal of ground- work has been done by. the local executive in the hones of starting a new school for January 1968. Some pressing items have been: A minimum of ten men- tallv handicaoped children to qualify for this new school. Mr. Sheppard has spent many hours testing these children individually. More than ten 'should be available to start. A suitable school--at least three havé been offered. One of these must be approved for adequate heating, plumb- ing, ete. Three readings of a bv.law approving use of the school in the area concerned. This could pose a problem as time is running out. How- ever, these affairs could be settled. A title for the Local Asso- ciation. One suggestion was "The Central Seven". Trouble with this was that the par- ticular areas to be served were not really designated. Any suggestions? As soon as a title has been selected, a charter will be drawn up and the names of all charter members will appear on it. Teacher, or teachers, for the new school. We do have Children prospects. Actually, to start off the new school, the teacher does NOT have to be qualified, but she would have to be endowed with great love, and the patience of- Job. Final approval by the De- partment of Education--who will then assume practically the entire cost of operation. Such approval must be forth- coming soon--or the whole project could fold for another year. This would be really heart-breaking after all the work that has been done, and after raising the hopes of parents having mentally - handicapped children. During the meeting, a movie entitled "One on Every Street" was shown, depicting the unbelievablv high inci- dence of mentallv-handicap- ped children, right in our own province. Doctor M. B. Dymond emphasized what the Ontario Government was try- ing to do for these children, and grown-ups -- and just how overcrowded the institu- tions were at Orillia & else- where. So great was the im- pact of this movie, that its viewers were driven to tears in reglizing how utterly ne- cessary it was to help these people NOW. Even if we start off our small school with an enroll- ment of ten only, we know that there will be further in- creases. Couple Celebrates 40th Anniversary Mr. and Mrs. Mervyn Gra- ham were "At Home" to their relatives and friends Saturday, December 2nd in honour of their 40th wedding anniversary. -- Mr. and - Mrs. Graham (nee Ella Flett) were married in Bowman. ville by Rev. J. W. Robins. They lived in Oshawa for two and one half years, then moved to Blackstock where they have resided ever since. They have one son Roy and one daughter Grace (Mrs. Don Pargeter), both married and six grand children, all living in Port Perry. Receiving their guests the bride wore a cranberry Red dress with a corsage of red and white carnations.
