Report From Parliament By Michael Starr, M.P. Sept. 21/64 The Farm Improvement Loans Act was amended to increase the loan maximum from $7,600 to $15,000. This is the maximum amount for any loan that may be made under the Act to a borrower, together with any amount owing in respect of Grant MacDonald, President. The Act also provides that the maximum aggregate a- mount of loans that may be made under the Government guarantee during the current three year lending period, which expires at the end of next June, would be raised from $400 mil- lion to $500 million. There also would be added a new lending period, from July 1, 1965 to June 30, 1968. During this period, the government guaran- tee would apply to an aggregate maximum volume of guaranteed loans of $700 million. The Government guarantees each bank making a loan against loss up to 10 percent of the farm improvement loan dur- ing a lending period. During the period of opera- tions under the act, technolo- gical advance and the mechani- zation of farms have been a do- minant feature of Canadian farming. Farm improvement loans have played an important role in facilitating those devel- opments, Although loans under the Act are made for a wide range of farm improvement PORT PERRY STAR, THURSDAY, OCTOBER 1st, 1964 -- 7 projects ,they have always been used quite predominantly to help finance the purchase of machinery and equipment. In recent years about three out of every four dollars borrowed un- der the Act have been used for the purchase of machinery and equipment, There has also been over the years, along with an increase in the avergae size of farming operations, a trend toward the use of heavier and more expen- sive machinery and equipment. All this has reflected in the size of individual credit needs which have been met under the provinsions of the Act, and the maximum permitted under the Act to an individual farmer has been raised from time to time. While a maximum of $3,000, established originally in 1945, served the purposes of the Act for many years, this was raised to $4,000 in 1953 and again to $5,000 in 1956. The present maximum of $7,500 has been in effect since 1959. To meet this problem the amendment was passed to provide for the increase to $15,000. This increase was welcomed by all Members in the House. It was pointed out, however, that many small farmers would not be able to receive anything like $15,000 as many of them were having difficulty to se- cure a loan of even $2,000. This, of course, is left to the chartered banks and they have the right to decide as to whe- ther they wish to extend the loan and the size of such loan. Mr. Wesley Johnston and a junior choir of fourteen in their choir gowns sang an anthem with Mrs. Steer at the piano, A reading book for the year was presented to each pupil of every grade and study books provided for the teachers, The annual bazaar held last Wednesday was most satisfac- tory. Over two hundred dollars was realized and there is still some money to be received. On Thursday afternoon, Oct. 1st the U.C.W. will meet at the home of Mrs, Marion Cawker. All ladies of the community are cordially invited to attend. Miss Muriel Lamb of King- ston was with her parents over the week-end. Miss Eunice Roach, Toronto, was at her home here for the week-end. Congratulations to Mr. Keith Dyke who won the Oshawa Le- gion 50-50 draw last week.
