40 YEAR'S SERVICE Adam S. Smith, Manager of Ontario Hydro's Central Region for the past 10 years has just completed 40 years of service with Ontario Hydro as an engineer and administrator. The death of Mrs. Clarence Marlow occurred at Doctors Hospital, Toronto, on Saturday, July 11, 1964 at 3 a.m. Al- though ill for two weeks, death came suddenly. Deceased was in her 64th year. The former Agnes Kate Swain, a daughter of the late Catherine Werry and Stanford Swain, was born in Cartwright Township. She received her education in Cartwright Schools and Whitby Ladies College. On September 29, 1928 she married Clarence Marlow, Blackstock. In early life she was very active in Young Peoples Work, Sunday School and Wo- men's Associations, but for sev- "eral years, health has called for a quiet life. She was a member of Black- stock United Church. Surviving besides her hus- band, Clarence, is one son Bill, who was in Melbourne; Austra- lia, but flew home; two sisters and four brothers, Ann (Mrs. M. Sanderson), Margaret (Mrs. 0. Carley) and Weir all of Tor- onto; Lew, Herb and Harold, all of Cartwright. She was pre- deaceased by one brother Roy in the first war. The funeral service was held in McDermott-Panabaker Chap- el, Port Perry, July 14 at 2.00 p.m. and was conducted by Rev. P. Romeril and Rev. J. Griffith, Dunsford. Interment was in Union Cemetery, Cadmus, "Pallbearers were: Dr. Harry Sanderson, Messrs. Ernest Swain, Clare Vernon, Donald Swain, Jack Swain, and Keith | Many beautiful floral tokens and large attendance at the Chapel spoke of the esteem in which deceased was held. JOHN FRANKLIN ARTHUR NOTT After a short illness in As- siniboine Hospital, Brandon, Manitoba, John Franklin Arthur Nott passed away on June 28th, 1964, at the age of 98 years. He was born in Ontario, but move dto Virden, Manitoba where he for one year was oc- cupied as a carpenter. From here he moved to the Tummel district where he homesteaded for several years. In 1920 he moved to the Qka- nogan Valley, B.C. and lived here for nine years, but return- ed to the Roblin district in Manitoba where he farmed until his retirement in 1936. He married Mary Lena Miller in 1901, who pre-deceased him in 1934. He is survived by three sons and two daughters, Arthur of Vancouver, B.C.; Roy of Red Lake, Ont. and Jack of Roblin, Man.; Mrs. Don (Nellie) Butter- worth of Trail, B.C; Mrs. Geo. (Violet) Laird of Roblin, Man.; six grandchildren and 10 great- grandchildren. He was a devoted member of the United Church where he taught ~ Sunday School for a number of years. ONTARIO RIDING July 14, 1964 The six items of business en- umerated by the Prime Minister as essential are rapidly being disposed of by the House of Commons. The Defence Act, Twelve-mile Fishing Act, Youth Allowance Act, have already been passed. In this column I will deal with the Youth Allowance Act, or more familiarly known as the extension to the Family Allow- ance Act. The present Family Allowan- ces are paid to parents on be- half of their children until they reach the sixteenth birthday. The Youth Allowance Act will then pay parents $10.00 per month for 12 months for young- sters attending school and on behalf of those who are dis- abled for a further two years. That is, while the children are 16 and 17 years of age. The purpose is to encourage students to stay in school and acquire, if possible, a completed education. For those young- sters who are disabled, this Bill will provide payment of $10.00 a month at the age of 16 and 17 years, before they can quali- fy for a disabled pension at the age of 18 years. This Bill is not appiluable to the Province of Quebec as they have for some time had a schooling allowance program. A lump sum will be paid that Province for the costs incurred undér their own program. Apart from Quebec, it is es- timated that there are now 'in Canada some 502,000 persons in the age group 16 to 18, of whom some 350,000 are attend- ing school. : It is hoped that the incentive provided by these allowances may prove sufficiently attrac- tive to bring many other child- ren back to school or otherwise cause them to pursue job or career training. There are in Canada some 25,000 children age 16 and 17 who are mentally or physically | afflicted or both. Only 4,000 or 5,000 of these are unable to at- tend, but in all fairness they too will be eligible for this al- lowance. The whole object of the pro- gram is to assist Canadian par- ents with children in the age group specified, if those child- ren are furthering their educa- tional opportunities, as well as those, who by reason of infirm- ity, are unable to do so. These allowances will become effective with the beginning of the school year in September of "Application forms will be forwarded to parents during the summer. It will not be an automatic payment but there must be an application to have the children qualify under the Act.
