Re: proposed capital expenditure of $600, 000.00 for the construction of a sew- age system and the borrowing 'of 00,000.00 therefor. On June 28th your Reeve, Deputy- Reeve and Medical Health Officer had __a conference with Members of this Board with respect to a proposal to construct a sewage system in the vil lage at a cost estimated at $600.000, A partial system to service only the congested section of the village was estimated to cost approximately $300, | -and debt charges to revenue ' while 'held-on-June 19 last. -suit of this -car-when-it-left-the road, 000.00. The Board agrees that the conpstruc- tion' of such a system is very desire-' able, but there are several existing conditions which" fimit further rawings on the credit of the munici- pality. At the conference, it was in- dicated to your representatives that such an application could not be giv-'! en favourable consideration, but fur-! ther time was requested to go into bor- the figures in your 1960 Audit Report | - before giving you a written reply. This has now been done and | am | instructed to say that the Board can- | not consider approval of an expendi- | ture which would require the issue of | debentures for $300,000. at this time. | Some of the reasons for this decision | are the following: | 1. The assesments in your village | are largely residential, with a mall portion being commercial. This means | 'higher than ordinary school - costs. | Assessment values represent approxi-| mately 97 per cent of the provincial | manual of assessment values. . Your present tax rate appeafs to | be Sint and further increases are in- dicated because of educational cost. 3. Borrowing for other capital ex- | penditures will be neccessary in the | near future. | . 4 4. The ratio of debt to assessment | still permitting additional borrowing will not accommodate the debt of | $300,000.00. i 5. In providing a service for only part of a community, there-is invari- able dissatisfaction with the rates as it is difficult to adjust chargés be- tween the persons who receive bene- fit and those who receive no benefit but must contribute in order to make the expenditure possible. I am returning your Audit Report herewith. MEMO--Mr. Joseph Franssen com- plains of dust on .Lorne St. re cars going to swimming pool. There followed a question perfod in which some very pertinent questions were asked, especially regarding the Party's peace policy, the attitude to- ward NATO, the proposed policy on China, limitations of armaments, ete. There were quite a few of the old guard CCF present and they took an active part in the question period.
